  • Reporting to the Principal Planner, the Planner II possesses specialized knowledge and expertise in Transportation Planning, Infrastructure Planning, and Urban Design. Guided by the HRM Integrated Mobility Plan, the Transportation Planning team employs a "complete streets approach" to carry out functional plans for priority corridors for various modes of travel; identifies and oversees the municipal streetscaping program (considering features that make streets 'places' as well as being 'links'); and works closely with other departments on various matters related to the function and character of public rights of way.

DUTIES AND RESPONSIBILITIES:


  • Leads or supports projects, research, reports, policy, and bylaw development on matters related to Transportation & Infrastructure Planning, Streetscape Design, and Urban Design.
  • Advises on policies, programs, and projects through the preparation and presentation of detailed reports and recommendations to senior management, Boards, Committees, and Council
  • Researches, analyzes, and prepares reports, terms of reference, request for proposals, policies and procedures, correspondence, and briefs
  • Designs and facilitates engagement processes for work with relevant stakeholders (colleagues, members of the public, government agencies, developers, other organizations, and elected officials) on various initiatives
  • Represents the business unit or the municipality on assigned planning matters
  • Researches, analyzes, and compiles information and statistical data
  • Conducts field evaluations and assessments
  • Investigates violations of planning regulations
  • Acts as an expert witness as necessary in legal proceedings such as the Utility and Review Board
  • Identifies emerging planning trends, policies, and best practices from other jurisdictions
  • Monitors effectiveness of existing policies, business processes and regulations and makes recommendations for improvements
  • Prepares input for regional and community plans, land use bylaws, the Subdivision Bylaw and other regulations regarding development control

QUALIFICATIONS

Education & Experience:


  • University degree in Planning from an accredited planning program.
  • A Licensed Professional Planner as per the NS Professional Planners Act is required.
  • A minimum of two (2) years of related and progressive experience in a professional planning environment is preferred
  • Experience working in a municipal government environment is considered an asset
  • Fully competent in all aspects of the Planner I position.

Technical / Job Specific Knowledge and Abilities:

  • Well-developed knowledge of the principles and practices of planning including cross-functional knowledge involving other disciplines
  • Indepth knowledge of one or more areas of planning specialization for this position: transportation planning, infrastructure planning, and urban design
  • Knowledge of relevant provincial and federal government regulations and programs
  • Knowledge of standard office software and technology including Microsoft Office Suite, GIS and other similar systems and technology related to the business unit
  • Knowledge of the Municipal Government Act, the HRM Charter, the Subdivision Bylaw, various HRM Municipal Planning Strategies and Land Use Bylaws, the Motor Vehicle Act, other legislation and guidelines related to construction, engineering design, and a clear understanding of their interrelationships
  • A broad knowledge of the legislative framework under which land use planning law operates and the ability to interpret and draft bylaws and contracts which affect the rights of land owners, neighbourhoods, and communities
  • Superior written and verbal communications and strong interpersonal and facilitation skills.

  • Ability to work on several projects or issues simultaneously
  • Ability to work independently or in a team

76/hour, in accordance with the NSGEU 222 collective agreement
