The

Manager, Financial Services & Business Operations supports the strategic goals and objectives of Infrastructure Services (IS); Development & Growth Services (DSG) Area Divisions; and the Policy, Planning, Finance & Administration Division (PPFA) by providing effective and efficient financial services for client divisions. The Manager is responsible for managing all financial activities including the coordination of procurement through divisional purchase orders ensuring compliance to City's Purchasing policies, procedures and by-laws; accounts payable; accounting and financial reporting activities.


Engaging leadership, teamwork and accountability:

Exhibit sound knowledge of management principles and practices, and demonstrated ability to coach, motivate, manage, supervise and train all assigned staff, proactively manage staff turnover ensuring effective teamwork and communication, and maintaining a high standard of work ethic, organizational performance, and continuous learning across the team.

As a fully accountable Manager, you'll also be expected to develop, recommend, and administer the annual budget for the Section working closely with the Financial Services Section, and ensure that expenditures are controlled and maintained within approved budget limitations.

Assist in the development of the management group by recognizing members' potential for growth, and provide opportunities for continued learning, with a commitment to producing equitable results.

Enable the supervisory staff to function effectively in an evolving work environment by removing obstacles and providing/offering additional support particularly in the area of Collective Agreement, Human Rights Code and Corporate guidelines and policies.

Mentor the unique capabilities of individuals, recognizes individual strengths and utilizes them, and effectively supports change management while maintaining a positive and healthy work environment.


Customer Focus, Relationship Building and Political Acuity:A skilled, persuasive communicator - internally and externally - as well as a savvy negotiator and problem-solver, you'll maintain strong working relationships within the Division, with other City Divisions, external agencies, divisionally funded service providers, and other stakeholders, to support the Division's objectives and initiatives. Your highly developed interpersonal skills will be evident as you represent the Division on internal and external committees, and at meetings and consultations with members of the public, Council staff, internal and external clients and consultants, while your writing talents will enable you to prepare technical reports, City Council Committee reports and content for public education and/or communication purposes.


Continuous Improvement & Innovation:

Driven by customer service excellence, you will ensure high quality and timely service and make recommendations to enhance divisional efficiency and quality of service by identifying client needs, emerging trends, and opportunities.

Embracing creative and innovative approaches, you will lead the development of new office or divisional processes, lead the implementation of business transformation initiatives and work collaboratively with your colleagues to identify service delivery gaps and recommend viable solutions.


Planning, Coordinating & Organizing:
Develop and implement effective work plans for complex projects. Prepare for, anticipate, and effectively deal with problems and roadblocks. You will use resources responsibly while managing complex projects, delegating responsibility when appropriate. Establish measures to progress again the plan, adjusts plan and follow through.

You will interpret divisional goals and develop equitable supporting objectives including the development of performance indicators/measures, key performance activities and ensure they are actively monitored and measured on a consistent basis in order to make corrections and improvements as required.

Manage, coordinate and control purchasing and financial activities; including:


Procurement:


  • Preparation of sole source documentation, formal and informal calls, and Purchase
Order Amendments.

  • Reviewing monitoring and approving of purchasing transactions to ensure compliance
with Purchasing by laws, and all relevant policies and procedures. Ensures strong
internal controls as required.

  • Monitoring of blanket contract
