    The Office of the Chief Financial Officer and Treasurer ensures the effective use of the City of Toronto's financial resources by providing sound financial planning management and advice, maintaining financial control, developing, and implementing effective financial strategies, and providing timely, accurate and efficient services to Programs, Agencies, Council and the public. The Capital Markets team plays a key role within the CFO's Office by overseeing investment management and administration of the Toronto Investment Board, debt issuance and management, investor relations, and letter of credit administration.

    Reporting to the Director of Capital Markets & Treasury, you will provide strategic direction, allocate resources and oversee the core functions of Investment and Debt Management within the Capital Markets Section. Your expertise in insightful financial analysis will be evident as you work to optimize financial liquidity, minimize investment and financing risk, administer the Toronto Investment Board, and drive the creation of financial and non-financial value to align with key corporate strategic priorities while fostering a robust risk management culture.

    What can you expect to do?

    Risk management being central to your mandate as Senior Manager, Capital Markets, you will strategize, and recommend to the CFO and the Director, the multi-year and annual investor relations public debt issuance plans to fund the City's capital works program. You will deftly manage the City's debt portfolio and provide leadership on investments, debt issuance and risk management while ensuring adherence to relevant policies and legislation, as well as develop strategies to implement financing programs to support the City's growing needs related to capital funding and the continuously evolving capital markets landscape.

    In the rapidly changing, multi-stakeholder, high-visibility environment that is the City of Toronto, you will successfully manage competing priorities and foster relationships with the Toronto Investment Board, City Council, senior management, credit rating agencies, investment bankers, institutional investors, elected officials, the public, members of the media, officials from other levels of government, and other countries.

    Looking to the future, you will guide the continuous improvement of the team's performance and risk management culture through the development of sound management practices, along with fostering the development of an organizational culture of delivering exceptional customer service, embracing diversity, and promoting inclusiveness and equality.

    As Senior Manager of Capital Markets, you will be expected to:

    • Manage, motivate, and train Unit staff, and supervise day-to-day operations, from scheduling, assigning and reviewing work to evaluating staff performance, while ensuring effective teamwork, high standards of work quality and organizational performance, and promoting continuous learning and innovation.
    • Develop, recommend, and administer the annual budget for the Unit and ensure that expenditures are controlled and maintained within the approved budget.
    • Participate in, and support, the Debenture Committee, as chaired by the Mayor.
    • Conduct investment decision-making for the investment funds managed internally based on continuous capital market research.
    • Lead a team to manage the City's liquidity requirements and portfolio management activities for all funds.
    • Develop and implement management policies and procedures to ensure that appropriate internal controls and compliance monitoring processes are in place.
    • Develop hedging policies to mitigate various types of financial risk, including interest rates, foreign exchange and commodity price risks faced by the City of Toronto.
    • Exercise delegated authority from the City Manager to make direct decisions on multimillion-dollar investment strategies and activities.
    • Oversee the preparation of comprehensive reports, presentations, and analyses of information to support strategic and financial decision-making by senior management.
    • Respond to legislative changes and international legislation, and provide advice, guidance, and support to senior management on opportunities for process enhancement through research on framework standards and industry best practices, legislation and policy on matters relating to investment and financial issues.
    • Represent the City at conferences, investor relations events and one-on-one business meetings, and develop and maintain an investor relations web page.
    • Monitor, evaluate and recommend debt syndicate (investment banks) financial allocation to senior management by establishing evaluation criteria and performing regular reviews.
    • Support the City's corporate strategic priorities by developing strategies to enhance the City's financial initiatives, operations, and future sustainability.
    • Research, design, recommend, plan, and implement the inaugural offerings of special initiatives, and oversee their operations.

    Key Qualifications:

    Among other strengths, your profile for the new role of Senior Manager, Capital Markets will include the following key qualifications:

    1. A Chartered Financial Analyst (CFA) designation or equivalent.
    2. Considerable, related experience within a municipal or other government environment.
    3. Over 10 years of management experience in an asset management/capital markets organization with exposure to fixed income, global equity, foreign exchange, and other alternative asset classes (such as real assets)
    4. Proven ability in a leadership role managing a team of five or more people.
    5. Strong interpersonal and presentation skills with a demonstrated ability to communicate to either individuals or groups.
    6. Demonstrated ability to use technology in a capital market setting which would include Microsoft Office suite of software (e.g. Excel, Word, PowerPoint) and also more industry related tools such as Bloomberg, FTSE/TMX PCBond and others to build models and to perform analytics on investment and debt portfolios. Knowledge of SAP would be an asset.
