JOB SUMMARY:


By-law & Regulatory Enforcement is responsible for the enforcement of a multitude of municipal by-laws and provincial legislation and other enforcement related services on a city-wide basis to address issues of safety, nuisance and consumer protection for the residents.


You organize and review records and evidence relating to automated enforcement, issue Offence Notices, Certificates of Offence and certified statements, and mail documents in compliance with City of Ottawa applicable regulations and the Ontario Highway Traffic Act and Provincial Offences Act.

You also attend court hearings, as required, as the investigating officer.


EDUCATION AND EXPERIENCE:

Completion of 2 year college diploma in a related field


CERTIFICATIONS AND LICENCES:

Completion of Provincial Offences Officer training within the timeframe determined by the employer


KNOWLEDGE:


  • Municipal bylaws and regulations, Highway Traffic Act, Provincial Offences Act, and other related legislations
  • All processes related to issuing and administering charges, appeals and court preparation and testimony in accordance with the Provincial Offences Act
  • Bylaw and provincial regulations related to enforcement techniques and procedures
  • Knowledge of applicable health and safety legislation, including the rights and duties of workers, and general knowledge of corporate/departmental policies and procedures related to health and safety

COMPETENCIES, SKILLS AND ABILITIES:


  • Ability to investigate and enforce competently and professionally
  • Ability to write reports and document issues
  • Ability to read and interpret related documents, e.g. court and legal documents.
  • Excellent interpersonal skills when dealing with colleagues, court officials and staff in other service areas
  • Deal with tense and stressful situations effectively
  • Reliable, responsible, able to work independently and prioritize assignments and work load with mínimal supervision.
  • High degree of tact, diplomacy and assertiveness
  • Ability to work various shifts including nights, weekends and holidays

WHAT YOU NEED TO KNOW

  • Language Requirement: English oral, reading, writing
  • You will initially be paid 95% of your starting rate of pay, in accordance with the collective agreement.
