About the Position


As the Operations Procurement Specialist, you will collaborate with the Operations Team to enhance program operations and lead special projects related to the field or processing/warehouse operations.

You will oversee and manage all procurement activities across departments, ensuring timely and transparent acquisitions that consistently deliver high quality and best value.


Responsibilities

  • Programs Operations and Enhancement_
  • Identify areas of opportunity to improve/enhance program operations.
  • Conduct research on program operations and initiatives, presenting findings as needed.
  • Regularly monitor Enviro-Depot network, haulers, and processors for compliance, promptly addressing noncompliance in consultation with the Director of Operations and Operations Supervisor.
  • Monitor and maintain data using Divert NS' proprietary software for tracking beverage and tire collections and remittances.
  • Advise management of any potential regulatory changes or other potential impacts on the Divert NS regulated beverage and tire programs.
  • Other duties as required.
  • Procurement Management_
  • Consult with department heads to identify and plan for respective procurement needs.
  • Guide the bid evaluation process, including developing and issuing the appropriate Request For x (RFx), guiding bid activity, and assessing submissions for compliance.
  • Assist in the development and/or refinement of operational, procurement, occupational health and safety policies.
  • Actively engage with the depot network, service providers, and other key partners to enhance stakeholder relationships.
  • Other duties as required.

Qualifications

  • University degree in environmental sciences, business, public administration or other relevant discipline.
  • Minimum of 3 years related experience in project/program management, procurement and research or equivalent combination of education and experience.
  • Strong communication skills with excellent writing skills, and attention to detail.
  • Selfstarter with familiarity with change management.
  • Experience in conducting qualitative & quantitative research and analyzing data.
  • Fluency in Microsoft Word and strong command of Excel, PowerPoint, and Outlook.
  • Familiarity with competitive bidding process and procurement process, ideally in the public sector.
  • Experience in using an online procurement platform, with knowledge of bidsandtenders site considered an asset.
  • Familiarity with the Nova Scotia Solid Waste-Resource Management Strategy, Solid Waste-Resource Management Regulations is desirable, and Nova Scotia, Occupational Health and Safety legislation is an asset.
