Responsibilities

  • For grants, contracts, new business proposals, working with the Owner/Operator from design through to approval and implementation of the project
  • Prepare the strategic business proposal with support from Owner/Operator, focusing on the cash flow projections, costing models and ROI risk assessment
  • Coordinate internal accounting structures interdepartmental allocations, codes and resource requirements for the project, working with Association Administration Services and (Owner Operator) through to the implementation phase. This would include fixed asset/project reporting, capitalization, and amortization entries
  • Coordinate people resources, new hires required for the project, working with HR/Payroll to identify new resource requirements and timing
  • Ensure the financial review of the contract or new business proposal has financial mechanisms in place to allow the Association to recover the full costs over the contract, including COLA, rents that span multiyears and other cost drivers
  • To be the support role for the Capital Budgets working closely with Facility Manager to automate spending reports with the accounting system
  • To assist with the design and set up of project management accounting systems and make recommendations to enhance or optimize process efficient from time of proposal prep to award
  • Report on actual, budget and forecast project spending, mapping the funding received against expended and ensuring accuracy on the numbers being reported. Report on trending and use of funds versus funds remaining in deferred accounts
  • Ensure all contracts are centrally retained and up to date, accessible through One Drive sharing mechanism with Owner/Operator
  • Coordinate the Project Plan with support from (Owner/Operator) to get to draft Executive Summary which identifies the ROI, cash flows, and level of effort for new or existing resources
  • Be the primary contact for contract administration with external parties
  • To review existing policies that are tied to our contractual obligations and report on compliance
- moving this forward to a proactive review prior to contract sign off. To ensure changes to financial policy impacting contracts are implemented and communicated/reported to the Management team (Owner/Operator)

  • To review the terms and conditions of contracts (at renewal) or new proposals to ensure the financial commitments can be met and provide an executive summary on gaps in infrastructure, highlighting what needs, systems, processes, or resources are needed to maintain compliance on the contract

Qualifications & Skills

  • Completion of a diploma in Accounting, Business Administration, Project Management and or a related discipline or a combination of education, training, and experience deemed equivalent
  • Minimum 34 years of experience in project management, cost control, budget control, and/or management
  • Chartered Professional Accountant (CPA) designation or enrollment in CPA program considered an asset
  • Experience in budget, project schedule and forecasts, construction, contract administration, negotiations, and developing terms and conditions
  • Knowledge of Project Management principles and practices would be an asset; organizational and analytical skills to develop and coordinate financial, contract and administrative project functions
  • Experience using MS Office (Outlook, Word, Excel, PowerPoint, etc.); knowledge of ACCPAC /SAGE/BI systems will be an asset
  • Interpersonal and oral/written/presentation skills to generate reports and graphs for progress reports and presentations, and make presentations to senior management audiences
