Core Purpose of the Job:
Responsible for the safe and efficient operation of the physical mechanical systems/equipment on site. Investigates and resolves complex problems related to HVAC, mechanical and plumbing systems. Directs all work of the personnel assigned. Accountable for achieving specific operational objectives. Ensures day to day requirements of delivering the FM contract generally are met. Works with Contract Manager to ensure Audit readiness at all times. Ensure contractual performance in accordance with agreed budgets. Maintains compliance with the Key Performance Indicators. Maximizes value from contractors and suppliers while minimizing debt.


Scope of Duties and Responsibilities:


  • Reviews job orders to determine work priorities.
  • Directs maintenance activities on utility systems to provide continuous supply of HVAC, Electricity, gas, water and sewage for operations
  • Oversees the inspection of systems and equipment for conformance with operational standards and regulations.
  • Requisitions tools, equipment, and supplies required for operations across the department.
  • Perform field observations and regular audits of building components. Prepare routine and special system operation reports.
  • Ensure all staff and contractors follow Confined Space and Safe Work procedures.
  • Works with Contract Manager to develop maintenance budget projections. Monitors expenditure of funds in budget.
  • Works within approved budget. Develops and implements cost saving measures where there are no negative impact to KPI's.
  • Works with operations team to ensure department goals are met.
  • Demonstrates sound and accurate judgment. Ensures information requests and reports are completed in a timely manner.
  • Oversee and conduct quality audits related to the startup and shut down of major building equipment, water treatment, employee duties, diesel generator, fire alarm, life safety tests, regular maintenance activities (i.e. filter and belt changing).
  • Identifies and resolves problems in a timely manner; Gathers and analyzes data and information to ensure building performance.
  • Prepare routine and special system operation reports for clients and management.
  • Keeps uptodate with changes and new concepts in the fields of maintenance and operations, and related areas through attendance at courses, seminars, conferences, and other professional activities.
  • Provide technical expertise for Minor Works, Projects, RFA's, RFP's, etc.
  • Meets electrical and mechanical maintenance financial objectives by forecasting requirements; preparing an annual budget; scheduling expenditures; analyzing variances; initiating corrective actions.
  • Assists with maintaining supplies inventory by checking electrical and mechanical material stock to determine inventory levels; anticipating needed supplies; placing and expediting orders for electrical material; reviewing and approving invoices;
  • Enhances facilities services and organization reputation by accepting ownership for accomplishing new and different requests.
  • Assists and manages as directed in the operation and maintenance of mechanical systems such as plumbing, HVAC, life safety, elevators, grounds and gardens, etc.
  • Good knowledge of BC Building Code, BC Landscape Standards, CSA, ASHRAE and WorkSafe BC requirements
  • Ensures that all work relating to mechanical & electrical systems complies with WCB and health/safety regulations, and ensures that all employees and contractors performing such work are trained/communicated according to WCB regulations
  • Monitors Maximo and provides Contract Manager with regular updates on where the department is related to KPI's.
  • Maintain adequate skilled employees to accomplish objectives and provides input during recruitment process.
  • Develop and maintain a schedule of work hours for staff based on the CBA in order to meet operational needs and efficiencies.
  • Provide input relating to employee performance and recommend career development.
  • Oversee and conduct quality audits related to mechanical and electrical systems
  • Maintain and update the Asset Register and Planned Preventative Maintenance (PPM) work tasks as part of ongoing maintenance activities.
  • Directly manages employees in the maintenance department. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include planning, assigning, and directing work, addressing complaints and resolving problems, interviewing, hiring, and training employees, appraising performance, rewarding and disciplining employees.
  • Comply with company policies, procedure, and quality requirements and ensure a safe and healthy working environment within the postholder's span of control.
  • Fulfil Health & Safety responsibilities by adherence to the requirements of the company's Health & Safety Policy and Health & Safety Management Plans.
