While our ideal location for this position is the Red Deer regional office, we recognize that the right candidate may be located elsewhere within the Central Region. We are open to considering alternate locations within Alberta's Central Region for a highly qualified applicant.

The role provides strong strategic leadership, program integration across diverse operational functions, and proactive stakeholder engagement to ensure coordinated and effective outcomes.
As the Regional Operations Support Manager, you and your team provide operational and program delivery support to a wide range of frontline services offered in provincial parks and recreation areas across a broad geographic area. Key support areas include:
- Contract procurement.
- Contract management support.
- Occupational Health and Safety (OHS) program coordination.
- Operational logistics support including fleet and staff housing, telecommunications, and technology deployment.
You will also oversee the Region's Infrastructure Management Program and Recreation and Resource Management Coordination Program.
The Infrastructure Management Program ensures the long-term functionality, ongoing accessibility, and safe operation of infrastructure, facilities, and equipment—including regulated water and wastewater systems—in a cost‑efficient and regulatory‑compliant manner.
Primary responsibilities under the Infrastructure Management Program include:
- Coordinating repairs in response to asset failures.
- Planning and coordinating preventative maintenance.
- Providing technical and regulatory compliance support for potable water and wastewater systems.
The Recreation and Resource Management Coordination Program ensures that recreation and resource management goals are consistent, strategically aligned, and support safe, environmentally sustainable, and enjoyable public use of parks throughout the Region.
Primary responsibilities under the Recreation and Resource Management Coordination Program include:
- Recreation-focused spatial and program planning.
- Managing regulatory approvals for recreation and tourism land uses in parks and protected areas.
- Coordinating various permitting processes (e.g., special events, guiding, etc.).

Qualifications
Education and Experience required:
- University degree in a related field (Public Administration, Environment, Park or Recreation Management or Municipal Management).
- Minimum of four years' progressive experience, preferably in park and municipal operations, financial management, contract administration and/or project management.
Equivalencies will be considered: Directly related education or experience considered on the basis of: 1 year of experience for 1 year of education OR 1 year of education for 1 year of experience.
Additional Requirements:
- Valid Class 5 Driver's License (or equivalent).
- Leading and supporting a diverse team of technical and professional staff.
- Building effective relationships and collaborating with internal and external stakeholders.
- Analyzing complex issues, developing solutions, and providing strategic and tactical planning recommendations.
- Managing complex budgets and making informed financial decisions within established frameworks.
- Communicating effectively, negotiating, managing projects, thinking creatively, and working within broad conceptual guidelines.
Assets:
- Experience managing procurement processes, including service contracts, facility operating agreements, standing offer arrangements, and post award vendor compliance.
- Experience coordinating operational support functions such as fleet management, staff housing administration, regional IT support, and operational reporting.
- Experience coordinating OHS programs, including emergency response plans, incident investigations, hazard management, and alignment with organizational safety standards.
- Experience administering or overseeing infrastructure maintenance programs, including life cycle planning, tendering, budgeting, project delivery, and responding to breakdowns or malfunctions, particularly with regulated water and wastewater systems.
- Experience with recreation and resource management functions, such as statutory approvals (dispositions/permits), spatial and program planning, hazardous tree and weed management, and collecting/monitoring visitation data.
- Experience collaborating across divisions, ministries, regulators, contractors, and municipal partners, including balancing competing priorities and perspectives.
- Ability to operate with a high level of autonomy and provide recommendations with strategic, financial, legal, or political implications.

Terms of Employment:
This is a full-time permanent opportunity in Red Deer. Other work locations within Alberta Parks' Central Region may be considered.
A written assessment will be conducted as part of the interview process. This position will require final candidates to undergo a security clearance.
