The Advisor Project Control is responsible for ensuring compliance and discipline with Project Delivery Processes and contractual obligations by internal and external project delivery teams and providing effective and timely project controls/approvals, tracking and reporting, ensuring value for money achieved for all real estate construction projects (NFCP, PT, etc.).

Ensures project delivery documents of record are maintained and accessible for internal and external audit purposes. Ensures the establishment of terms of reference and contract deliverables for Real Estate's outsourced System Service Provider requirements.


Responsibilities:

Below are the main job requirements and responsibilities for the Advisor, Real Estate Project Delivery Control.

  • Ensures compliance by the Project Leads with expected process standards and key milestone activity requirements for all Real Estate projects with respect to cost and schedule management, project management plan, building program, concept design & Class C estimates, construction documents and Class B estimates, tender closing and approval and construction starts.
  • Coordinates and facilitates Regional Monthly Project Status Meetings, reviewing the status of all individual projects against established baseline schedules, budgetary constraints and quality. Consolidates individual project reports into required regional and national reports and recording, investigating and proposing solutions for specific issues and problems.
  • Updates the project delivery construction investment forecasts on a monthly basis and communicates changes to the appropriate Program Manager (NFCP, PT, etc.). Works with appropriate Program Manager(s) in ensuring consensus on national project delivery construction investment forecast(s) for current year.
  • Provides assistance to Project Leads and Regional project managers, ensuring all required documentation is complete and conforms to standardized templates. Works with Project Leads in preparing project milestone baselines in Regional tracking report.
  • Provides to the Real Estate Senior Executive team the project delivery construction investment control budget consisting of all expenditures of concurrently running projects within RE Project Delivery on a monthly basis, providing more frequent updates as required to monitor the tracking of the annual Project Delivery budget.

Job Responsibilities (continued):


  • Prepares Project Cost Tracking Reports for each individual project respecting various expenditure categorization (primarily by SAP account code) of the approved spend plan for the purpose of logging and tracking of all approved On Demand Services (ODSs) and change orders.
  • Provides timely review and approval of all project related expenditures in SAP procurement, confirming appropriate project delivery and corporate due process, governance (DMM), and documentation (as per ODSs approval process) and associated contingency expenditures (AECA approval process).
  • Ensures compliance with Real Estate Records management file plan and guidelines. Ensures minimum documentation requirements are satisfied by project, validates the project profile information / data input, data validation for key forms used to produce KPI.
  • Reviews and supports Project Management Company RFP development and supplier selection against established processes and contractual obligations by tracking approved project allocation by PMC / Region, ensuring equitable distribution of project activity.
  • Responsible for all aspects of outsourcing systems support and contracts for the provision of Real Estate Systems Services, including documenting requirements, identifying/obtaining funding, preparing RFP documentation, conducting technical evaluation of responses, and vendor selection.

Qualifications:

Education

  • Completed postsecondary, preferably in a related field OR a combination of equivalent professional experience and training
Experience

  • 3 to 5 years of relevant functional experience
  • 2 or more years' experience managing people
  • One or more years of experience in a unionized environment an asset
  • Proficient computer skills and competent with Microsoft Office programs
  • Designation and or certifications programs may be required for certain positions (e.g. Finance & Engineering)
  • Excellent team building and leadership skills and experience
  • Sound organizational, analytical, judgement and decisionmaking skills with proven abilities in problem solving
  • Strong interpersonal skills with an ability to build and maintain relationships
  • Strong oral and written communication skills
