Position Overview
Responsibilities
This position is responsible for:
Long Range Financial Planning and Modelling
- Support the City's longterm and shortterm vision and strategic plan by developing financial models and projections for growth
- Manage and actively monitor large financial data sets as it relates to development charges revenues, debt management, and asset management planning
- Develop reserve cash flow projections ensuring ongoing monitoring, reconciliation, and reporting of all associated variances
- Update and maintain financial indicators and financial impact summaries based on various long range financial plans and projections
- Prepare reports as required relating to the status of the various long range financial plans and ongoing affordability of all city initiatives
Development charges (DC) and Community Benefits Charges (CBC)
- Lead periodic updates to the city's development charges background study, and community benefits strategy including the facilitation of internal consultations and the coordination, compilation, and communication of information to internal and external stakeholders
- Administer DC collections and related financial transactions, including the facilitation and tracking of DC deferrals and monthly remittances to the Region of Halton and the School boards
- Monitor and record all DC exemptions, credits, and financial relief approved by Council and assist with all DC and CBC policy updates
- Monitor and track DC funding to ensure correct allocation to growthrelated capital projects and compare against the projections set out in the DC background study
- Prepare the annual treasurer's statement report
- Identify and facilitate business process improvements
Asset management:
- Participate in the development of the Corporate Asset Management Plan and Financing Plan
- Support the development of financial strategies to ensure the longterm sustainability of City assets
- Undertake analysis and develop strategies to manage assets at the lowest lifecycle cost
- Conduct external research where necessary and review plan documents and staff reports for input and comments
Requirements:
You have a degree or diploma in Finance, Economics, Accounting, and/or Business Administration coupled with 4 to 7 years of direct experience.
To be successful in this role, you demonstrate strong communication skills with a focus on customer service. Your excellent time management skills allow you to prioritize work effectively and independently. You think creatively and innovatively to solve problems.
You take a logical approach to research and can critically analyze data using mathematical reasoning and good attention to detail.
You have a high attention to detail and accuracy during prolonged periods of concentrated work. Lastly, you demonstrate tact and diplomacy when dealing with confidential items.**Accommodations
