The Construction Support Services Branch operates as a central engineering and specialized support group within the Engineering and Technical Services Division of the Manitoba Department of Transportation and Infrastructure.

Services are provided with a staff complement of civil engineering and technical staff highly skilled in materials, pavements, and geotechnical engineering design, assessment, and management.

Critical resources include specialized lab and field testing equipment and corporate infrastructure databases.


Conditions of Employment:

  • Must be legally entitled to work in Canada
  • Must possess and maintain a valid class 5 licence without restrictions.
  • Must be able to lift and carry up to 25 kg, be able to be around job site hazards, including construction equipment, rough terrain, roadway traffic, loud noises, dust, insects, vegetation, and chemicals and fumes, and be able to travel to construction sites by ground, air, or water transportation.
  • Must possess and maintain valid Workplace Hazardous Materials Information System (WHMIS/GHS), First Aid, CPR, Fire Extinguisher training, or be able to obtain the required training within 6 months of hire.
  • Must possess and maintain valid Transportation of Dangerous Goods and CCIL (Canadian Council of Independent Laboratories) certification, or be able to obtain the required training within 6 months of hire.

Qualifications:

Essential:

  • Civil Engineering Technology Diploma or completion of the department's level 3 training program. An extensive combination of education and work experience may be considered.
  • Considerable experience in all aspects of a materials testing lab, including but not limited to: Aggregates, Concrete, Binder/Emulsion, Geotechnical Soils, Bituminous and Materials Research.
  • Extensive experience with directly related experience in the laboratory testing of road construction materials and related use of applicable testing equipment.
  • Knowledge of financial management principles and practices.
  • Strong interpersonal skills to communicate effectively and courteously with internal and external stakeholders.
  • Knowledge of Occupational, Safety, Health & Risk Management policies and Procedures.
  • Supervisory experience including providing direction for Human Resource job functions such as recruitment, training and development, workplace health and safety, etc.
  • Strong verbal communcaition skills including experience communicating with a high degree of policital accum and tact, as well as present information clearly to a wide variety of stakeholders, inluding experience public speaking.
  • Strong written communication skill including experience preparing technical documents or reports related to Central Lab.
  • Experience working with Microsoft Office software including Word, Excel, and Outlook.

Duties:


The Central Labs Manager reports to the Director of the Construction Supports Services Branch and is the most senior paraprofessional resource for Central Labs to provide specialized technical and engineering-related materials analysis to ensure compliance with Manitoba Transportation and Infrastructure specifications and industry standards and that the Department's overall objectives are met.

The Central Labs Manager is accountable for managing the operation of the Construction Supports Services Branch Labs, consisting of the Winnipeg Central Lab and Brandon Satellite Lab.
