You're a project control professional who brings success to any project through authentic collaboration, excellent organization and quick adaptability. You take pride in your project control abilities for large capital projects.

Combining your analytical and detail-oriented mindset with your extensive background in the energy industry, you're well-suited to succeed as our Project Control Manager for our Tilbury Program.


In this role, you will provide overall Project Control strategy and leadership during all phases of a major capital project.

Core competencies include; Cost Estimating, Cost Control, Planning & Scheduling,

Change Management, Risk & Contingency Management, Performance Measurement, Document Control and Project Reporting functions on a project and ensures they are in accordance with company standards and contractual requirements.


The Tilbury Program is a suite of projects intended to increase the storage and liquefaction capacity of FortisBC's Tilbury Island LNG site.

This is intended to help strengthen FortisBC's gas system and provide more LNG to customers wanting to reduce their carbon footprint by advancing LNG as a lower-carbon alternative fuel to diesel or bunker oil for marine shipping.

Additional storage will provide a backup energy supply to the Lower Mainland, which strengthens the resilience of our gas system.


In this role, you will:


Develop and implement the Project Control Plan (functional standards, policies, processes, procedures, tools and systems) that is fit for purpose based on the project requirements to actively plan, measure, control and report on projects, in alignment with the Major Capital Projects framework and strategies and relevant AACE Recommended Practices.

Lead the development and implementation of Project Control technology and automation initiatives that will significantly improve the roles and responsibilities, business processes and system requirements on a project or program.

Ensure seconded Project Controls resources and third party Contractors and Consultants deliver high-quality outputs and analysis.
Implement capability and resource development plans to ensure appropriately skilled Project Control resources are matched to underlying project scope.


In year 1, you will:
Be responsible for the overall Estimate development in conjunction with the Contractor and Owner's Estimating teams
Establish the Progress and Performance Measurement and Earned Value Management (EVM) process.

Establish and manage the project Change Management process, drawdown process including Budget transfers, and cost Forecasting and variance analysis process.

Establish project approvals matrix including; expenses, travel, PAAF's and over time approvals.
Implement Project Control system for the project and ensure interface with ERP and Scheduling systems.


In year 2, you will:
Oversee Project Cost Accounting including the review and approval of vendor invoices and progress payments on the project.
Oversee the development, maintenance, monitoring and reporting of the Overall Project Master Schedule.
Ensure interfaces are in place between the EPCM Contractor, Construction Contractors and Owner's schedules.

Establish overall project reporting and metrics including; Rules of Credit, Dashboard reports, S Curves, bi-weekly and monthly cost and progress reports.

Ensure project cost and schedule physical progress is aligned using Rules of Credit, Quantity Surveying


What it takes:
Bachelor's degree in Business, Engineering or related discipline from an accredited institution
Minimum 15 years of Project Controls experience on Major Capital Projects in the Utilities, Oil & Gas, Mining & Metals or Heavy Industry sectors with a major independent Owner or major Engineering, Procurement and Construction Management (EPCM) company
Project Manager Professional (PMP) designation is an asset
EGBC, PMI or AACEI certification or membership preferred
Strong technical knowledge of the industry
Detail-oriented with excellent analytical skills
Excellent communication skills both written and verbal
A strong safety mindset pertaining to design, operations and construction.
