BC Pavilion Corporation (PavCo), owner and operator of BC Place Stadium and the Vancouver Convention Centre, is hiring a Purchasing Manager for 24 months to join the BC Place's procurement team.


The Purchasing Manager is responsible for managing operational purchasing and executing RFx projects, tracking metrics to reduce expenses, negotiating pricing as well as contracts and managing vendors.

Reporting to the Senior Manager, Procurement, the Purchasing Manager will oversee the goods, services and capital projects purchasing and ensure budgets are kept under control while all policies and trade agreements are followed.


WHAT YOU WILL DO:


  • Manage the daytoday procurement responsibilities at BC Place stadium including operational purchases and RFx.
  • Establish, implement and improve the procuretopay process using procurement requisitions and purchase orders.
  • Be the trusted advisor to business departments to solve their procurement needs and ensure compliance of procurement policy and trade agreements.
  • Liaise with suppliers, accounts payable and business department to resolve invoicing issues.
  • Expert knowledge of Request for Quote (RFQ) process.
  • Manage low to medium complexity RFPs. Work with business department to gather requirements, develop bid document, post RFQ on BC Bid, contract award and debriefing.
  • Develop and implement the Procurement department dashboard including PO volume, Purchase Requisition to PO cycle time, RFP cycle time.
  • Assist the Senior Manager, Procurement with the development and delivery of procurement policy, procedures, and training.
  • Ensure that high standards of product, service and accountability to client departments and suppliers are met, and that government standards, contractual practices, applicable laws/regulations, and ethical conduct practices are adhered to.
  • Liaise with major suppliers to keep current with market conditions, and service/supply performance, convey information regarding purchasing and contracting policies and processes.
  • Provide input and recommendations in procurement planning to ensure accomplishment of business objectives and to negate risks for the overall business by adhering to procurement policies and trade agreements.
  • Continually seek, establish and implement 'best practice' techniques, and develops opportunities for reducing purchasing costs/supply risk and achieving procurement efficiencies.
  • Creates an environment that allows for a supportive and progressive attitude among staff, and promotes improved performance through counselling and coaching and by ensuring that staff are provided with information and training necessary for the conduct of their assigned duties. Completes performance evaluations, determines performance issues, and takes action.

WHAT YOU WILL BRING:


  • Supply Chain Management Professional (SCMP) designation or equivalent as an accredited professional is preferred. A combination of training and experience that can meet the job requirement will also be considered.
  • Experience in managing complex procurement, including experience in managing competitive bids for construction and servicesrelated procurement.
  • Understanding and experience with BC Bid process.
  • Analytical skills
  • Must have strong analytical, organizational skills and be able to manage multiple projects successfully.
  • Demonstrated proficiency in analytical and negotiation skills.
  • Strong computer skills including Microsoft Office.
  • Experience leading stakeholders through the procurement process from sourcing to contract execution.
  • Strong negotiating, networking and relationship building skills.
  • Strong attention to detail and documentation.
  • Demonstrate initiative, accountability and diligence in followthrough.
  • Collaborative, team friendly approach.
The salary range for this position is $65, ,290.
