SCORM and xAPI for LearnDash course progress tracking and reports

I need to expert to help figure out why Learndash is not saving the course progress of a course that we created using Storyline Rise and uploaded to our Wordpress/LearnDash site via the published xAPI package.
The course works well on the website and I do see that it's tracking Tin Can Statements from the Tin Canny Reporting for Learndash module, and it is also tracking enrolled, not started.
in progress, completed, and % complete.
And most frustratingly it is not tracking a learners progress throughout the course.
If someone takes the course and makes progress and then exits the course to come back to it later, they'll find it when they come back to resume the course their progress of where they left off is not saved.
Also, I think it is because of this reason that when a learner completes the Rise course, the learner is not automatically redirected to the course completion page.
The only way a learner redirects to the course completion page is when they manually click the, "Mark Complete" link at the top of the lesson that contains the course added from Tin Canny Content.
This may be something simple for someone with experience working with these assets described above as it may just be something that needs to be enabled, but I'm not quite sure.
