The Department Contract Analyst supports the branches within Financial Corporate Services and Office of the City Manager and performs contract management and supplier performance management functions with the responsibility to execute the necessary duties required for the management of a variety of contracts, provide advice to all City's staff on best practices for contract management, and procurement as well as supplier performance management processes and functions.

  • Manage contract management activities, understands which key aspects of a contract may be required for contract extensions, exercise on behalf of the City option years or execute renewals to maintain or increase best value for the City
  • Able to recommend the appropriate path for a contract change or an amendment, based on best practices and current administrative policies, and procedures including suggesting significant revisions
  • Provides recommendations in the development of business area processes and practices that align with, and support, the Corporate and administrative policies, directives, and procedures
  • Guiding internal and external stakeholders to ensure compliance with regulatory and corporate and administrative policies, directives, and procedures requirements to minimize any contractual risk for the City
  • Interpret and explain contract scope, requirements, terms, and conditions to stakeholders to support compliance with statutory, contractual obligations, City administrative requirements and help with providing an informed decisionmaking approach
  • Provide procurement and contract management assistance to supported business areas
  • Provide contract management and purchasing support to suppliers
  • Assist with the creation of ad hoc reports for spend analysis, supplier performance and provide any lessons learned that can be of assistance to future

Qualifications:


  • High School Diploma AND a Supply Management Training (SMT) Diploma from the Supply Chain Management Association (SCMA) or equivalent. A minimum of four (4) years' diversified procurement, contract management, and/or supply chain management experience

OR A minimum completion of level 2 towards the SCMP designation from the SCMA or two-year post-secondary diploma (or higher) in public administration, public policy, supply chain, business, procurement, or related field AND a minimum of four (4) years' directly related work experience performing a procurement/contract management/supply chain role

OR High School Diploma AND a minimum of six (6) years' directly related work experience performing a procurement/contract management/supply chain role

  • Demonstrated knowledge of contract management, procurement and purchasing processes
  • Excellent analytical thinking skills and strong problem solving abilities
  • Critical thinking to identify solutions or approaches to problems
  • Ability to make well thought out, independent decisions using business acumen and working with corporate policies and guidelines
  • Strong organizational and time management skills with demonstrated ability to prioritize and coordinate work to a deadline/tight deadlines
  • Superior attention to detail
  • Demonstrated ability to work in a selfdirected manner with mínimal guidance and supervision, and collaboratively in a team environment
  • Ability to work in a fast paced environment with multiple and changing priorities
  • Ability to establish and maintain effective working relationships with a wide variety of stakeholders
  • Demonstrated ability to provide a high level of customer service
  • Strong Knowledge of SAP Ariba and SAP ECC
  • Expertise in SAP Reporting, Microsoft Office (Word, Excel, PowerPoint), Google Suite (Docs, Sheets, Slides)
  • Knowledge and understanding of purchasing and contract management practices, policies, procedures, tender/contract law, and trade agreements
