It's a senior leadership role accountable for advancing the modernization of client's workplace injury and illness claims management. Reporting to the Chief Operating Officer, the role leads enterprise transformation initiatives for Operations and maintenance of the Target Operating Model, and ensures delivery of improved service, digital enablement, and regulatory compliance. This position plays a critical role in aligning people, processes, and technology to support client's strategic modernization agenda.
Lead the design and implementation of a scalable, digitally enabled Target Operating Model for the claims management function.
Oversee the transformation of claims processing and benefit calculation, replacing legacy systems with modern digital solutions.
Ensure all initiatives comply with client policies, legislative requirements, and industry standards.
Strengthen service delivery models to meet customer expectations for quality, accessibility, and digital services.
Establish governance, structure, and accountability to support effective program execution.
Strategy, Planning & Financial Management
Partner with the Chief Operating Officer and senior leaders to shape and execute client's claims management transformation strategy.
Define and communicate measurable transformation objectives aligned with enterprise priorities.
Develop and manage program budgets, ensuring effective resource allocation and financial stewardship.
Stakeholder Engagement
Build strong partnerships with internal stakeholders, including executive leadership, HR, and operational teams.
Engage external stakeholders such as industry partners, regulators, and community organizations to advance transformation outcomes.
Quality, Risk & Compliance
Maintain a robust operating and quality framework to ensure consistent, compliant program delivery.
Monitor risks to transformation outcomes and implement mitigation strategies as required.
Conduct regular reviews to ensure adherence to policy, standards, and regulatory obligations.
Develop and coach leaders and teams to build a high-performing, change-ready organization.
Required Skills & Competencies
Enterprise Transformation Leadership
Demonstrated ability to lead large-scale, multi year transformation initiatives within complex, regulated environments, aligning strategy, operations, and technology.
Target Operating Model Design
Proven expertise in designing and implementing enterprise operating models, including governance, service delivery, workforce, and digital enablement.
Strategic & Systems Thinking
Ability to translate enterprise strategy into executable programs, anticipate downstream impacts, and manage interdependencies across people, process, and technology.
Executive Stakeholder Management
Strong capability to influence and partner with executive leaders, Boards, unions, and external stakeholders, balancing competing priorities and perspectives.
• Change & People Leadership
Demonstrated success leading large teams through change, building leadership capability, fostering accountability, and sustaining engagement during transformation.
• Risk, Compliance & Governance
Strong understanding of regulatory environments, risk management, and quality frameworks, with the ability to ensure compliance while enabling innovation.
• Data Driven Decision Making
Ability to use performance metrics, operational data, and customer insights to drive continuous improvement and informed executive decisions.

Experience & Qualifications
Typically 12+ years of progressive leadership experience, including significant senior level accountability for enterprise programs or operational transformation.
Proven track record leading large, complex transformation initiatives in public sector, insurance, financial services, or similarly regulated environments.
Experience working directly with C suite executives and governing bodies, with demonstrated enterprise wide impact.
Education & Professional Background
University degree in Business Administration, Public Administration, Management, or a related field; graduate degree preferred.
