Description

Under the direct supervision of the Senior Meter Technician, the Meters Technician provides technical assistance, analysis and provides program administration to the Meters Area of the Customer Accounts Branch.


The Meters Technician administers the following operational programs:
Multiple Metering, Adjustment of Sewer Charges, Advanced metering for Industrial, Commercial and Institutional (ICI) accounts. The Meters Technician resolves by-law compliance issues, related to water metering.

The Meters Technician has expert knowledge on the operation and specifications of all water meters used for billing purposes by the Water and Waste Department.

The Meters Technician has expert knowledge of the operation of metering related devices including data loggers and remote reading devices (including AMR).


As the _Meters Technician 1_
_ _you will**:

  • Resolve water meter by-law compliance issues following established by-law enforcement protocols.
  • Manage residential and ICI advanced water meters, radio transmitters and data loggers, including data analysis, troubleshooting and testing.
  • Complete site inspections including customer driven inspection appointments, leak inspections, consumption investigations and adjustments.
  • Coordinate and complete meter exchanges/installations of new service connections, or nonworking, damaged or tampered water meters.
  • Perform other related duties consistent with the classification, as assigned.

Your education and qualifications include:


  • Postsecondary degree or diploma in a related area of study (e.g. Bachelor of Science Degree, Certified Engineering Technologist), or an equivalent combination of training and experience.
  • Technical designation, license or certificate is preferred.
  • Twelve months prior related work experience performing work of a similar nature is required.
  • Demonstrated knowledge of meter reading and inspection procedures.
  • Demonstrated knowledge of residential and commercial plumbing systems, fixtures and types of water meters.
  • Demonstrated computer skills with demonstrated ability to operate within a Windowsbased environment using Microsoft Office Suite, including Word and Excel.
  • Demonstrated knowledge of Cross Connection and Backflow pertaining specifically to water meter functionality.
  • Demonstrated ability to work in an organized manner, set priorities, work efficiently and ensure all deadlines are scheduled and met.
  • Demonstrated ability to work under mínimal supervision.
  • Demonstrated ability to communicate effectively, both verbally and in writing with internal staff and external Customers.
  • Demonstrated ability to establish and maintain positive working relationships with employees at all levels of the organization, external contacts and the public, in accordance with the Respectful Workplace Standard.
  • Demonstrated ability to investigate, answer and resolve customer inquiries and complaints, at times under stressful conditions.
  • Demonstrated knowledge of Water and Sewer Bylaws.
  • Demonstrated knowledge of the City of Winnipeg Standard Construction Specifications SD027 (Water Meter Installation Details).
  • Demonstrated knowledge of the Adjustment of Sewer Charges program.
  • Must have a general knowledge of meter management systems.
  • General knowledge of Water and Waste Department functions.

Conditions of employment:


  • The successful applicant must maintain legal eligibility to work in Canada. If the successful applicant possesses a work permit, it is their responsibility to ensure the permit remains valid.
  • Must possess and maintain a valid Class 5 Manitoba Driver's Licence.
  • Must be physically capable of performing all the duties of the position in various weather conditions or confined spaces.
