As a member of the Data Mobilization Team within TCS' Program and Policy Development unit, you will lead and support Raising the Village, an initiative of the Toronto Child and Family Network that consolidates and analyzes data on child and family outcomes.

You will also be supporting work on other divisional initiatives, including TCS' divisional data strategy, EarlyON data and reporting, and other projects that improve the equity, accessibility and quality of the child care and early years' system in Toronto.

Major Responsibilities:

Research, writing and evaluation

  • Leads and directly conducts ongoing research (qualitative and quantitative) and analysis of trends and activities related to child and family wellbeing in order to provide information and identify emerging issues and opportunities to the Toronto Child and Family Network and senior managers
  • Develops and interprets research and analysis tools and databases to support evidenceinformed decision making
  • Researches, analyzes and evaluates policies/programs
  • Prepares Council reports, research analysis, major funding requests, briefing notes, presentations and other policy reports/recommendations as required by senior management consistent with unit, divisional and corporate priorities and strategic directions
  • Applies evaluation best practices in developing targets, criteria and outcomes to measure the effectiveness and outcomes of programs and policies.
Stakeholder engagement and consultation

  • Fosters strategic partnerships and builds effective working relationships with researchers, data stewards/owners, service providers, Indigenous organizations, community and social sector stakeholders, City divisions, other orders of government, and elected officials
  • Convenes the Raising the Village working table and participates as a member of other Toronto Child and Family Network committees as required
  • Plans and carries out consultation projects with community and sector stakeholders, technical consultants, members of the public and other groups as appropriate, in the development of data sets, visualizations and tools for Raising the Village, new policy and programs, and to ensure awareness of existing and evolving issues and concerns.
Project management/implementation

  • Applies project management and skills in the leadership of staff teams on projects related to data mobilization, policy evaluation and development, implementation, and evaluation
  • Champions the implementation of policies and programs leading to positive outcomes for equityseeking groups and applies an intersectional, equitydriven analysis to project planning and evaluation
  • Develops and manages project budgets, requests for proposals, and service contracts with external consultants and other partners.
Policy analysis and development

  • Provides policy/program development to support the delivery of various programs and services.
  • Leads strategic policy analysis and development processes by formulating and recommending new policy and approaches and detailed implementation plans
  • Applies an equity lens to policies, programs and strategies, and assesses the impact of proposed changes on various community groups including Indigenous, Black, racialized, newcomer, 2SLGBTQ and lowincome city residents
  • Provides expert interpretation of federal, provincial, and municipal strategies, policy and legislation, identifies the impact of changes or new initiatives, and recommends opportunities for improved service planning and delivery

Key Qualifications:


  • Postsecondary education in a related discipline (e.g. social sciences, public policy/administration, planning, etc.) or an equivalent combination of education and experience.
