The successful applicant will join the Physician Compensation team.

This is a regular, full-time opportunity. Core work hours are Monday to Friday, 8:30 to 16:30.

Position Overview


Reporting to the Medical Staff Contracts & Negotiations Manager, the Analyst is responsible for managing the various contract data required in the Sessional and _Medical On call Availability Program_ (MOCAP) database that monitors and controls the allocation of funding to physicians for these programs within PHC.

The Analyst is the systems manager for the online database and is the first point of contact for troubleshooting issues that physicians, business managers or Finance has regarding physician access, physician payment rates, physician contracts, or physician invoices.

This position provides information extraction, reporting and analysis support to stakeholders of the sessional and on call billing program.


Qualifications / Skills and Education:

Education

Bachelor's Degree in Business Administration, Commerce or Information Technology, plus a minimum of four (4) years' recent related experience, preferably in a health care environment, or an equivalent combination of education, training and experience.

  • Highly developed analytical skills and demonstrated ability to locate, extract, synthesize and present information.
  • Expertise with relational databases and data queries.
  • Demonstrated knowledge of statistical analysis, research methodologies and other software programs (e.g., Microsoft Word, Outlook, Excel, PowerPoint).
  • Ability to work independently and take initiative.
  • Demonstrated ability to make sound decisions.
  • Ability to communicate effectively both orally and in writing (business and technical). The ability to participate in and facilitate multidisciplinary groups in a collaborative environment with multiple interests.

Duties and Responsibilities:

Duties

  • Provides timely, relevant reliable and clear information with appropriate supporting data analyses and review of alternatives to inform planning and decision-making by the Manager, Medical Affairs Finance & Compensation, Manager, Medical Staff Contracts & Negotiations, Executive Director, Medical Affairs, VP, Medical Affairs, and Physician Program Directors, as well as PHC Leadership Teams.
  • Under the direction of the Manager, Medical Staff Contracts & Negotiations, develops sessional and on-call contracts with physicians, ensuring appropriate oversight, approvals and signatures.
  • Works in collaboration with Physician Department Heads, Division Heads and Program Directors regarding sessional allocations, invoice billing and sessional groups. Documents the deliverables within each group of the sessional program. Updates the online billing system for any sessional contracts as they are established.
  • Establishes guidelines in the online billing system to ensure that billing is within the financial parameters of the call group, and that all physicians are current in their submissions for payment in order to avoid a cost pressure to the PHC at the fiscal year-end.
  • Provides regular reporting, reviews and reconciliation of sessional utilization and identifies any issues related to budget. Works collaboratively with Ministry and the Compensation team to ensure contract integrity.
  • Reviews the sessional system within the online billing system for correct and current information. This includes updating the system for the annual funding allocation, any rates increases, and adjusting for reallocations during the year as required.
  • Manages the financial operations of assigned Medical Staff and physician extender contracts, including payment processing, reconciliations, utilization, forecasting, analyses and other projects as requested.
  • Communicates with physicians to collect physician hours reporting data, prepares invoices and hours reporting forms.
  • Provides advice and assistance to end users of the online sessional billing and MOCAP system. Assists with resolving data related system upgrades and leads the user acceptance testing process. Advises management, IT support, and software developers of complications with the online billing system for immediate resolution. Provides project coordination support by managing outsource relations with development and programming.
