The Trans Mountain Expansion Project will provide increased capacity to support Canadian crude oil production growth and ensure access to global energy markets.

The largest project in the pipeline's history, it involves installing approximately 980 kilometres of new pipeline, as well as new and modified facilities.

Reporting to the Trans Mountain Expansion Project (TMEP), Director of Strategy, Planning and Procurement, the Manager, SCM will be responsibilities for integration with internal stakeholders at various levels, providing oversight, stakeholder communication and collaboration, SCM coordination and direction to deliver the TMEP SCM 2024 strategy in alignment with TMEP 2024 vision, goals and targets.


Key Responsbilities:


  • Lead in implementation and sustainment of the TMEP 2024 SCM strategies, including development and update of contracting and sourcing plans.
  • Ensure delivery of SCM deliverables to schedule, collaborating with and expediting stakeholders to deliver required input or action.
  • Promptly raising key issues and risks to leadership for awareness and/or decision along with recommendations for mitigation or course correction.
  • Provide recommendations, insight and SCM guidance respective to SCM deliverables, execution or SME decisions linked to those deliverables and/or contractor, performance, change and/or claims management.
  • Collaborating with SCM reports and internal stakeholders, primary responsibility will be to identify, plan and execute the various contracting requirements to support and administer this critical area of the project
  • Guide and support the Trans Mountain business SCM (TM SCM) team in the development of all contract and RFP formation/development, process development and contracting plans required for TMEP 2024. Interface and collaborate with the TM SCM leader to ensure timelines are met.
  • Confirm bidders and communicate to TM SCM any lists required for prequalification, screening or Solicitation of Interest. Review and signoff on criteria for screening in consultation with TMEP 2024 Execution leadership.
  • Assist in building post award relationships with external partners and vendor community to ensure TMEP's risk is managed appropriately.
  • Lead negotiations and contracting strategies leveraging and focusing resources where needed from TM SCM.
  • Ensure alignment in the inclusion of TMEP obligation to incorporate Indigenous and local community opportunities into the implementation of sourcing and contracting plans.
  • Coordinate and liaison with the Indigenous representatives, Indigenous Supply Chain and internal Indigenous Relations where required.
  • Identify and propose process efficiencies in updating or advancing procedures for contract administration to the SCM team.
  • Assist project in meeting objectives of cost control, quality and schedule through effective sourcing, contracting and performance management techniques within contract management documents & practice.
  • Assist with developing and monitoring the systems, procedures, forms and logs to be used by the TM SCM Team, including a focus on strong Management of Change and clear/effective invoicing attestation, validation and payment processes.
  • Ensure all related work is in accordance with project controls and work conducted is in accordance with project procedures.
  • Assist with development of project SCM skill set reviews and procedures.
  • Oversee, advise and support all aspect of the contract award from preaward to contract closeout in collaboration with TM SCM. Provide direction where required and escalate constraints to TM and TMEP leadership with potential solutions/recommendations.
  • Oversee performance of a team of Contract specialist and administrators provided by TM SCM to support TMEP 2024 and provide guidance, opportunities for improvement, highlight/share successes and collaborate with TM SCM leadership to ensure appropriate resourcing and skillsets.

Position Requirements:


  • Strong interpersonal, oral and written communication skills and presentation skills required.
  • Strong organizational, negotiation and leadership skills.
  • A Bachelors' Degree in Business or equivalent with relevant experience.
  • Supply Chain Management Professional with more than 20+ years of experience in SCM with experience in leading teams.
  • Contracts formation and contract administration expertise on large pipeline construction projects and/or within large spend portfolios requiring large general execution contractors.
  • Sound knowledge of Canadian Oil and Gas pipeline industry.
  • Work with a wide variety of people with tact, courtesy, and professional
