The Liquor, Gaming and Cannabis Authority of Manitoba (LGCA) regulates the province's liquor, gaming, cannabis, and horse racing industries. We license liquor sales, service and manufacturing, gaming employees, products and operations; retail cannabis stores; and horse racing. We strive to serve the public interest by regulating these industries in a respectful, impartial, and balanced manner.


The LGCA is seeking a highly motivated individual to work within the Charitable Gaming, Audit & Integrity Services Department, which is part of the Operations Unit.

This department provides a full range of regulatory services to charitable organizations.


Qualifications

  • A postsecondary degree in business with a focus in accounting, commerce or a related field with 35 years of work experience in the areas of accounting and/or auditing preferably involving public sector and regulatory functions. A combination of education and experience may be considered.
  • Excellent communication and interpersonal skills to effectively communicate with staff, clients and stakeholders.
  • Attention to detail, impartiality and sound judgment, with demonstrated problemsolving, decision
- making and analytical skills.

  • Demonstrated political acumen and respect for others to handle sensitive and confidential matters.
  • Strong organizational and time management skills with the ability to plan, balance and manage multiple work demands and deadlines.
  • Strong audit and accounting skills for reviewing and interpreting financial information and documentation.
  • Experience dealing with diverse clientele and an understanding of nonprofit organizations and First Nations culture particularly in a regulatory environment.
  • Experience with training clients and developing training materials.
  • Demonstrated ability to work independently as well as in a team environment.
  • Proficiency with Microsoft 365 and specialized accounting databases [e.g. QuickBooks, Sage, etc.].

The following qualifications are desired:


  • A Canadian Chartered Professional Accountant (CPA) designation, Certified Internal Auditor (CIA), Certified Fraud Examiner (CFE) would be an asset.
  • Proficiency in French.

Duties:


The Auditor 1 is responsible for providing reasonable assurance that licenced activities are conducted with honesty, with integrity and in the public interest, and to ensure compliance with provincial agreements, Orders in Council, the Liquor, Gaming and Cannabis Control Act and associated Regulations and Terms and Conditions.

The Auditor 1 examines and analyses financial reports and audited financial statements of commercial licence applicants, licensed non-profits, First Nations Gaming Commissions, First Nations VLT siteholders, and other licensing authorities.

They are also responsible for analysing and auditing the distribution and retailer systems associated with the cannabis program in Manitoba and provides data and information relating to irregularities to the Investigations Unit.

  • A valid Manitoba's drivers licence and access to a vehicle.
  • A satisfactory driver's abstract must be maintained and produced annually.
