The Operational Excellence (OE) Program Manager develops, implements, and maintains standard OE methodologies to deliver project success for the PHSA Supply Chain group.

Methodologies include Lean Six-Sigma, project management and change management tools (i.e. project charters, project plans, risk management and communication plans) and other improvement tools to achieve, sustain and enable continuous improvement. In alignment with the goals of the organization, the Program Manager will develop OE processes and provide associated coaching. The Program Manager will support Green Belt projects leaders that are tasked with completing process improvement projects.


What you'll do
Technical

  • Exhibits comprehensive knowledge of Lean Six-Sigma and general project management principles in order to coach Green Belt project leaders and supply chain staff
  • Develops a culture of continuous improvement and achievement of project performance outcomes.
  • Provides coaching and recommendations for Green Belt project leads and senior leadership regarding project and program direction.
  • Assesses the impact of projects from a systemic approach to manage and communicates the impact and interdependencies of a variety of projects; completes assessments of projects scope, resource requirements, project plan schedules, financial impacts and results and the impact of transformation on the broader system.
  • Identifies and communicates process improvement opportunities with leadership and staff.
Working Relationships

  • Establishes and maintains strong relationships with key stakeholder groups throughout PHSA Supply Chain. Supports collaboration and partnership through building relationships with those key stakeholders, and ensures effective and timely communication with key client groups.
Leadership

  • Communicates effectively and appropriately engages stakeholders in issue identification and prioritization. Actively leads supporting/committee structures as appropriate to facilitate decisionmaking, ensures appropriate assignment of accountability and secures buyin regarding change efforts.
  • Establishes and maintains effective relationships with Green Belt project leaders. Establishes evaluation and feedback mechanisms to ensure strong program management and support continuous quality improvement.
  • Provide coaching, mentoring, and conducts performance management duties of noncontract staff.
Decision Making

  • Develops standardized OE processes and performance measures that align with the business
  • Formulates suitable OE strategies and objectives that align with the business
  • Provides recommendations related to opportunities and project intake opportunities and ensure implementation and financial value and benefits are achieved. This includes allocating scarce resources to projects and prioritizes to maximize returned value.
Performs other related duties as required.


What you bring

Qualifications:


  • A level of education, training and experience equivalent to a Master's degree in Business or related discipline and seven (7) to ten (10) years' of project and/or program management experience. Lean Six-Sigma Green Belt or Black Belt certification is an asset.
Skills & Knowledge

  • Demonstrated experience with OE and Lean Six-Sigma principles, and ability to coach Green Belt Project Leaders and other project staff.
  • Demonstrated competence in needs assessment and gap analysis.
  • Excellent communication skills including the ability to facilitate and negotiate, write reports, position papers, and presentation of results of research.
  • Demonstrated ability to build and maintain effective relationships.
  • Demonstrated ability to establish and manage relationships with strategic partners.
  • Demonstrated analytical and problem solving skills.
  • Demonstrated ability to respond to the needs of stakeholders supported by an acute awareness of the impact of action.

  • Demonstrated project management experience with multifaceted projects and stringent timelines.
