The Independent Electricity System Operator (IESO) works at the centre of the province's power system, ensuring Ontarians have access to reliable and cost-effective electricity when and where they need it.

We operate the province's electricity grid 24/7, design, run and oversee the wholesale electricity markets, and plan and prepare to meet Ontario's electricity needs - now and into the future.


The Opportunity


Reporting to the Director of MACD, this position directs the business unit ("GDS") which performs a wide range of governance functions and centralized business support activities in respect of MACD's sector oversight responsibilities.

These functions include managing the division's relationships and requirements with the IESO's Board of Directors, its Chief Executive Officer, and a variety of other regulatory authorities, with whom MACD is in partnership and/or to whom MACD has accountability.

In addition, these functions direct MACD's strategic and business planning activities, and oversees its processes and controls, as well as a range of centralized business services, as detailed in the Key Job Functions section.


What you'll be doing
MACD Leadership

  • Forms part of MACD's Leadership Team, consisting of two other MACD Directors, the Director of Rule Compliance and Market Surveillance the Director of of Enforcement and Legal Services, as well as several Senior Manager positions(see management org chart snapshot in section D). In this capacity, acts as senior advisor to the VP of MACD and serves as a conduit for and manager of information across MACD's disparate business functions and units, including overseeing the maintenance of strict firewall and confidentiality protections between MACD's business units as well as between MACD and the IESO.
  • In this way, analogous to the other direct reports to the VP of MACD in their respective areas of investigative and analytical operations enforcement and legal services and chief economist.
Governance

  • As a ringfenced unit within the IESO, MACD independently performs a variety of delegated law enforcement and market surveillance functions. These facets in turn drive a variety of governance arrangements. Foremost, the VP of MACD reports to the Markets Committee of the IESO's Board of Directors.
  • This relationship includes ongoing reporting activities, and a minimum of three appearances a year at special Committee meetings.
  • In addition, the VP reports administratively to the IESO's Chief Executive Officer, is an associate member of the IESO's Executive Leadership Team, and has a separate associate relationship to the Chair of the Ontario Energy Board's Market Surveillance Panel in respect of its market monitoring, surveillance, investigation and public reporting activities.
  • Further, MACD is party to a wide range of partnership arrangements, with other IESO business units, and many other federal, provincial and international enforcement and regulatory agencies. This position oversees and manages all of these relationships, as well as the terms and conditions which serve to further their objectives.
  • These objectives include accountability for a wide range of commitments and controls, such as a complex set of information sharing, confidentiality protection and reporting aspects.
Strategic and business planning

  • This position leads all of MACD's strategic and business development and planning activities.
  • These activities include participation by MACD in the IESO's own processes in this regard, as well as MACD's own strategy and business plan development in light of its distinct mandate.
  • Further, they include strategic and business planning collaborations with other partner agencies, primarily the Ontario Energy Board and a variety of bulk electricity reliability standards and market enforcement agencies such as the Federal Energy Regulatory Commission, the North American Reliability Enforcement Corporation, and the Northeast Power Coordinating Council.
