Purpose of Position:


Reporting to Council through Committee, the Manager of Infrastructure and Capital Projects is responsible for leading the planning, design, and construction of capital infrastructure projects related to roads, water, sewer, and waste operations as well as daily operational oversight in these departments.

This role develops, implements, and administers the objectives, policies and programs as established and approved by Council in accordance with applicable by
- laws, regulations and budgetary constraints.

Directly - Director of Operations, Buildings and Facilities/Fire Chief/CEMC and General Manager


Indirectly - Municipal Council

Operational Administration and Communications_


Main Activities:

  • Departmental responsibility for, roads, waste and recycling collection, landfill operations and oversight of waste and wastewater contract and water/wastewater operations.
  • Oversee the design, tender and construction of capital projects related to Town roads, water, sewer, drainage, waste management, and related infrastructure.
  • Perform project management work including but not limited to design review, specifications, contract administration, scheduling, inspections, and budgetary oversight.
  • Develop policies and procedures for relevant departments in accordance with existing by-laws to meet the operational needs approved by Council.
  • Represent the Town on external committees as required and approved by Council or senior management.
  • Ensure all departments attributed to this position maintain levels of service approved by Council.
  • Maintain current knowledge of technical and operational processes and procedures.
  • Work cooperatively with all departments to maximize efficiencies and provide assistance to other departments when necessary.
  • Coordinate with other Government agencies as required and ensure compliance with all applicable Federal and Provincial policies and guidelines.
  • Develop short and long-term strategies to drive operational efficiencies.
  • Provide recommendations and information to Council regarding the Public Works and
Environmental Services Department relating to engineering and roads as well as

Capital and Operating budget forecasting for these departments.


  • Assist with or prepare requests for proposals, quotations, and tenders.
  • Prepare reports and recommendations for Council consideration and approval and action as directed.
  • Research and prepare external communications such as contracts, polices and procedures, OSIM bridge reports, work plans, roads needs studies, draft resolutions and by-laws, for use within departments or for the consideration of Council.
  • Work within the current Asset Management Plan to manage infrastructure upgrades.
  • Direct and manage the maintenance of the complete road network throughout the municipality including repairs and new construction.
  • Assist in the long-term planning and procurement of municipal vehicles and equipment in accordance with approved budgets.
  • Oversee the execution of the service agreement which guides the operation of the water and sewer contractors and ensure safe operation of the Water Treatment Plant and
Waste Water Treatment Plant.


  • Oversee contracts with external organizations and the internal implementation of new contracts in partnership with other department heads and staff, as required.
  • Manage, maintain and facilitate repairs to water breaks or sewer blockages within both systems to ensure safe operations while minimizing interruption to the water and sewer service.
  • Maintain a collaborative response to emergency situations involving the Municipal


Emergency Control Group in response to situations such as the loss of water to users, spring runoff, floods, and other unpredictable weather events such as wind, electrical storms and winter snow and ice events.


  • Maintain availability outside of regular work hours for emergency response.
  • Oversee the appropriate implementation of the Design and Operations Plan document for the waste site.
  • Ensure compliance with the Certificate of Approval as set out by the Ministry of the
Environment for the Town owned landfill site.


  • Manage waste collections operations at the landfill and curbside collection.
  • Liaise with Engineers and Consultants on minor and major projects.
  • Liaise with consulting firms related to environmental testing and landfill ground water monitoring, and surveying of landfill tipping face.
  • Explore and research revenue sources and report to Committee for approval within
Public works, waste site, waste/recycling and water/wastewater departments.
