Under the general direction of the Director, Human Resources (HR), the Associate Director, HR is responsible for providing expert advice on a broad range of HR related matters as well as for addressing employee and College interests arising from the interpretation and administration of collective agreements and policies.

The Associate Director works to maintain positive relations between the College, its employees and two bargaining agents through a variety of activities and forums including the provision of advice and coaching to administrators, grievance handling, and labour relations focused work.


The Associate Director works closely with the Director in setting the overall strategic direction for the Department and assumes the lead role in executing or overseeing the execution of many of the related Departmental actions.

Human Resource programs include labour relations, recruitment and employee development, performance management, compensation, payroll and benefits, and workforce planning. The Associate Director will work to plan, direct, develop, implement and evaluate these HR programs.


NATURE &
SCOPE:


  • Reporting to the Associate Director are a combination of Manager, HR Administrator, HR Advisors, and Administrative Assistant.
  • The nature of the HR Department and its work is such that there is a strong team approach with an emphasis on high quality customer service, a need to be highly responsive in a timely and professional fashion to emerging issues, and a need to achieve prescribed results as set out in the Department's strategic plan.
  • The Associate Director is involved in all aspects of current HR issues.
  • The Associate Director is a both a leader and member of the department team and participates in scheduled meetings and committee activities to further the goals of the HR Department as a whole.
  • The Associate Director consults with and supports the work of their direct reports within the HR Department and with the Director fosters the development of teamwork and an environment which is conducive to quality and continuous quality improvement.

Specific Duties

  • Provides coaching and support to administrators regarding ongoing performance management issues.
  • Develops, implements, and evaluates performance planning and review systems and programs.
  • Manages the grievance process by representing the College at grievance meetings, providing advice to administrators, preparing grievance responses and conducting background research. Liaises with Legal Counsel and provides counsel with instructions at arbitration hearings.
  • Tracks and reports on grievance status and statistics.
  • Act as College spokesperson and/or cochair on assigned labour relations committee, and also provide advice, support and research to other labour relations committees, as necessary.
  • May act as College spokesperson, in support of PSEA Chief Negotiator, for collective bargaining and provides advice, support and research as required to facilitate effective bargaining planning and processes.
  • Leads the HR Department in the development and maintenance of consistent collective agreement interpretations, including the development of interpretation documents, support tools and the like. Responds to union representatives and College leadership questions regarding collective agreement interpretations.
  • Coordinates internal and external assessments or training opportunities including investigations, mediation, department assessments and interventions.
  • Consults with legal counsel on human resource and labour relations matters.
  • Liaises with the Post Secondary Employers Association (PSEA) and sits on the PSEA's Labour Relations Advisory Committee.
  • Administers and provides support to senior administrators on special projects (for example layoff and labour adjustment procedures).
  • Coordinate implementation and evaluation of programs and initiatives across the institution.
  • Ensure College practices and processes are following applicable legislation requirements, and support departments across the College with problem solving conflicts with legislation requirements.
  • Participates in the development, revision and implementation of HR policies and processes.
  • Serves as primary back up to the Director, HR.
  • Acts as the College's Human Rights Officer as per the delegated authority of the Director.
Skills & Qualifications

  • Post Secondary degree in a related discipline. Postgraduate degree and CHRP designation (or work towards a CHRP designation) are assets.
