    Project Manager – HRMS and Payroll Implementation

    Contract – 10-12 months.

    Brampton - onsite

    Summary

    Buchanan Technologies is seeking a Contractor Project Manager (PM) for assignment to our client. The Project Manager, ideally with experience in large multi-year technology or large complex, multi-stakeholder projects, to work on the following four major areas of the project.

    The client has a Systems Integrator in place for the technical aspects of the project.

  • Scoping, design, build and implementation of the payroll business function.
  • Liaise and work closely with the Business Lead, System Integrator as well as internal and external stakeholders (as appropriate) to:Build and oversee an overall, integrated project plan that includes the technology and data work streams, payroll work streams, as well as training, change management and communication streams, and others as identified, as well as associated interdependencies, for the project.Implement an upgraded Oracle PeopleSoft HRMS Meet with the Business Lead for daily touchpoints (more as identified or needed) to confirm and clarify priorities for the week and/or day, identify requested decision points, flag risks, and align on any associated material development, review cycles, and meeting preparation required.Main communication point with project team members, the System Integrator, and clientmembers, contacts and additional project stakeholders, as identified and appropriate Ensures professional interaction between team and stakeholders.Ensures positive and productive collaboration within the team.Enforces personal responsibility.Develops a strategy to work with all stakeholders.Explains the project life cycle and processes to stakeholders.Coordinates work between the project and key stakeholders.Integrates all pieces of a project into a whole.Works with stakeholders to identify constraints and assumptions.Ensures collaboration of the team and stakeholders during planning.Identifies dependencies of project activities.Enforces risk management processes.Analyses required time.Identifies the required level of quality for the project in consultation with Business Lead and Executive Project Sponsor.Selects and controls processes that can deliver the required quality.Is responsible for developing work plans and project schedules, and being able to translate and articulate these in a way that is tailored and appropriate for different audiences, including gaining core team buy-in and articulating clarity of roles and responsibilities.Manages tasks and project team, with follow-up on actions.Proactively manage meetings (inclusive of agenda preparation, required content preparation, etc.)Works with the Change Manager in change management activities.Controls implementation of approved project changes.Assists the team during project execution.Works with stakeholders to meet their expectations.Ensures that deliverables are accepted by the customer.Works with the team to keep as close as possible to the Plan.Moves the project towards its goal on a daily basis.Uses metrics to control project progress.Communicates project progress to key stakeholders.Keeps the focus of the team on Risk Management throughout the project.Motivates the project team.Ensures that people leave the project motivated.Holds team-building activities.Solves problems.Controls the project in all aspects (scope, time, costs, risks, quality, etc.)Analyses variances with the Project Management Plan.Performs project closure.Ensures all contract obligations are closed.Logs lessons learned.Updates the organization's knowledge base.Experience in change management is an asset, not a requirement, to complement the Change Manager resource on the project.Developing scope, project plan and integrated project schedule with the existing System Integrator project schedule (reflective of data and technology components). This may include but not be limited to:Payroll policies and proceduresAudit procedures.Assisting with year-end financial reconciliationsCreation of T4sEstablishing any required B2B relationships betweenEnsuring that client payroll is conducted according to Canadian Payroll Association best practices.Delivering quality assurance processes for payrollEstablishing guidelines for special payroll situations for exampleGarnishmentsImplementation of collective agreement provisions Job share arrangementsLeaves of absenceEtc.The assignment will require a senior project manager with experience in complex systems implementations, with HRM financial and human resource systems.PMP certification is mandatory.Experience in an IT system implementation is preferred.Experience with compensation and benefits in unionized environment is preferred, but not mandatory.Experience insourcing payroll operations from external providers would be an asset; however, it is not a mandatory requirement at the expense of a proven, highly skilled project manager. Experience in, or exposure to change management within projects and/or as a discipline is an asset, but not a mandatory requirement. Set-up, proactively manage and facilitate Payroll Sub-team working sessions in support of designing and implementing the above.
  • Act as the Primary Project Manager responsible for proactively scheduling meetings and working sessions, including agendas, content preparation (with input from team members, as appropriate/needed), and related PM administrative duties as required.
  • Act as the Primary Project Manager, in conjunction with the Business Lead, Change Manager, and team members, responsible for developing a training plan and implementing a training program for users impacted by the system upgrades.

    In addition to the above competencies and activities for the project as a whole, there is an acute need for the project manager to oversee the implementation of payroll at the client including (but not limited to) the following:

    Canada Revenue Agency (CRA)

    Client and any other applicable entities

    Qualifications

  • The assignment will require a senior project manager with experience in complex systems implementations, with HRM financial and human resource systems.
  • PMP certification is mandatory.
  • Experience in an IT system implementation is preferred.
  • Experience with compensation and benefits in unionized environment is preferred, but not mandatory.
  • Experience insourcing payroll operations from external providers would be an asset; however, it is not a mandatory requirement at the expense of a proven, highly skilled project manager.
  • Experience in, or exposure to change management within projects and/or as a discipline is an asset, but not a mandatory requirement.
