Are you a highway construction professional who can collaborate with a province-wide team to deliver a diverse and complex highway construction program in Ontario? Then come join the team in the Ministry of Transportation, Transportation Infrastructure Management Division, Capital Program Delivery Branch in the role of Manager, Construction and Audit Services Office.


What we do:


The Construction and Audit Office mandate is to support the Capital Program Delivery Branch (CPDB) to manage the planning, development, implementation and evaluation/audit of contract administration practices and program delivery strategies to ensure they are appropriate and accountable.

The office will support the Director of CPDB in the management of the Construction Tip line and/or allegation of fraudulent activities, by leading the investigation and recommendations based on the findings, and provide expertise and advice directly to the CPDB Director and executive office on construction and contract program delivery, contract management options, construction and financial risks, and industry challenges, strategies, and relationship management.


This office also leads and oversees related partnership development and stakeholder consultation to ensure collaborative dialogue to identify challenges to help inform future policy direction and to maintain ongoing stakeholder relationships.

What can I expect to do in this role?:

  • Provide leadership and program management support associated with the province's highway construction program.
  • Lead a team of professionals that support the planning, development, and implementation of construction policies and programs, evaluates/audits contract administration practices and contractual requirements, and recommends program delivery strategies to improve program effectiveness and accountability.
  • Provide expertise and advice directly to the ministry's executives on construction and contract program delivery, contract management options, construction and financial risks, construction industry related matters, and supports relationship management with ministry delivery partners and stakeholders.
  • Manage and oversee the Construction Tip line and/or allegation of fraudulent activities, by leading the investigation and providing recommendations based on the findings

Strategic Leadership Skills:


  • You have a passion for developing, building and leading organizational capacity through inclusive, positive, and values based leadership in areas of succession planning, talent management, organization and job design.
  • You are an innovative leader who seeks opportunities to mentor and coach staff and improve programs and systems
  • You have experience with strategic planning and operational management, including financial planning, budgeting as well as managing workload and human resources.
  • You have experience managing a technical team delivering results.
  • You have expertise in structuring, organizing and managing multiple projects, with a proven track record of successful project completion.

Program Management Skills:


  • You have knowledge and expertise in project management principles and methodologies to manage the delivery of program plans, initiatives and goals.
  • You have an advanced knowledge of standards and policy development and the ministry's decision making process.
  • You have the ability to coordinate programs, activities, schedules and allocation of resources within the region; and participate in the development of related construction and operational policies, procedures and standards.

Technical Expertise:


  • You have knowledge of highway construction, maintenance, traffic operations, contract delivery, and contract management/oversight.
  • You have knowledge of and experience in contract management practices, contract negotiations, and various contract delivery models to effectively manage multiple complex construction projects and stakeholders in contract delivery.
  • You have knowledge of capital planning, design and transportation asset management to provide support and leadership to Capital programs.
