The Winnipeg Civic Employees' Benefits Program_ (_WCEBP_) is a dynamic and growing administrator for long term disability, pension, and life insurance benefits.

Its Disability Services unit is responsible for benefit processing activities related to disability claims.

This role provides support to the Disability Team Unit and works collaboratively with other units within the _Organization_, the _City of Winnipeg_ and participating employers that fall under the _Plan Text_.


  • WCEBP_ is currently looking for a highly motivated, analytical individual with strong communication skills to join our Disability team and support our Plan Members.


The Disability Calculations Clerk is responsible for the accurate and timely calculation of disability benefit payments, payment adjustments and overpayments.

The position must provide coding instructions for payroll processing, determine pensionable service and calculate pensionable earnings (annually) for Members in receipt of disability benefit payments, and maintain accurate and current system records.

This position also provides administrative support to the Disability Team Unit.


As the _Clerk C - Disability Calculations,_
you will**:

  • Calculate disability benefits
  • Calculate pay adjustments and changes to benefits based on other income from Canada Pension Plan, Workers Compensation Board, Manitoba Public Insurance Corporation, and employment earnings, including any overpayments
  • Calculate all union negotiated increases and Pension Plan COLA adjustments for Members in receipt of disability payments, including retroactive adjustments
  • Determine and calculate pensionable service and earnings, and update system records for Members in receipt of disability payments
  • Prepare and utilize multiple Excel worksheets for disability calculations
  • Document payroll coding instructions and procedures
  • Provide administrative support (including letters, memorandums, dictation, and statements) to Director of Disability Benefits, Disability Case Managers and Disability Benefits Officer
  • Complete other duties as assigned, appropriate to the position classification

Your education and qualifications include:


  • High School graduation (or equivalent) required; completion of university entrance mathematics courses considered an asset;
  • Postsecondary education (diploma, or certificate) in payroll or accounting administration required;
  • One to two years of experience with payroll administration and knowledge of accounting principles required;
  • Current enrolment in or completion of the Certified Employee Benefits Specialist Program (CEBS), or the Pension Plan Administration Certificate (PPAC) program considered an asset;
  • Demonstrated proficiency in Microsoft Excel, Word and Outlook;
  • Strong mathematical and analytical skills are required;
  • Proven selfstarter, operating with a strong sense of urgency; ability to follow instructions and exercise good judgement with mínimal supervision;
  • Demonstrated ability to communicate clearly and concisely, both orally and in writing, often about complex and difficult calculation issues with Members, Unions and Employers;
  • Demonstrated excellent organization and time management skills, with the ability to work under pressure with high volumes, follow through and meet deadlines;
  • Demonstrated ability to plan and organize for self and others, set priorities and solve problems;
  • Knowledge of Canada Revenue Agency (CRA), Canada Pension Plan (CPP), Workers Compensation Board (WCB), Manitoba Public Insurance Corporation (MPIC), Collective Agreements, _WCEBP_ Plan text and trust agreement (within 12 months).

  • Willingness and ability to successfully complete additional training and/or certificates relevant to this position's duties within specified timeframes, if requested by _WCEBP_ management.
