  • This position will report directly to the manager of WEST operations and will be responsible for working in cooperation with multiple other works supervisors in directing unionized staff engaged in concrete finishing, forming, pouring, sidewalk repair, dig out and prep work. This position also manages right of way maintenance including asphalt patch and repair, litter mitigation, and responding to extreme weather events. This position will also play an integral role in the winter works program with a focus on the downtown core. The IMO Supervisors are charged with a wide variety of work assignments throughout the year. The work is best explained as seasonal, covering a large geographic area. During the winter works season, Supervisors will participate in winter works operations, as such, much of the work is weather dependent, Supervisors must maintain a high degree of flexibility in their work schedule. They have a wide range of experience and knowledge on all aspects of public works, together with the versatility to fill in for Supervisors in other Municipal Operations divisions. Supervisors are required to take part in IMO duty week assignments. During these duty weeks they are on call after normal working hours to deal with emergency situations, e.g., oil spills, accident cleanup, etc. using their knowledge and experience to call in the right staff and equipment to do the job. During winter operations, Work Supervisors are on call 12 hours/day to support and participate in the Winter Works program.

DUTIES AND RESPONSIBILITIES:


  • Assignment of work to crews and supervision of work within IMO such as, but not limited to:
  • Streets Maintenance: asphalt patch, gravel road repairs, shoulder repairs, street sweeping, litter pickup, guardrail repair/installation.
  • Sidewalk Maintenance: concrete sidewalk, asphalt sidewalk, concrete curb and gutter, asphalt catch basins and brick sidewalks

Ice Control:
assess and manage requirements for snow and ice control equipment and manpower, map snow routes. Monitor winter road conditions, initiate call-in of staff and equipment, both contracted and HRM, for winter works operations. Supervise snow & ice operations, including plowing, de-icing and post storm clean-up, snow removal, bus stops and crosswalks. Monitor salt supply. During winter season (November to April) be available seven days a week, 24 hours a day for snow operations.

  • Prepare daily time sheets, letters, memos, leave forms, accident investigation reports, and other reports as required.
  • Provide budget estimates and monitor accounts in a fiscally responsible manner.
  • Assist with preparation of tender calls and administer related contract services.
  • Attend meetings of various committees, as well as meetings regarding daytoday departmental operations. Attend training and certification sessions.
  • Provide detailed information and advice to clients, elected officials, and other agencies on related Public Works Operations maintenance practices, policies, bylaws, and related programs and services.
  • Generate detailed records and reports as required, including cost estimates, work schedules, material usage, work units completed, etc.
  • Maintain and surpass the service standards set by council, the municipality, PW, and IMO.
  • Communicate with, and be the team lead for, vehicle and fleet service requests and unit upkeep.
  • May perform other related duties as assigned.

QUALIFICATIONS

Education and Experience:


  • Minimum Grade 12 with additional related formal experience/training
  • CET designation or equivalent training/designation/certificate
  • Three (3) years of demonstrated leadership experience in municipal maintenance operations in a supervisory role or an equivalent and comparable measure of experience elsewhere
  • Experience with construction plans and build projects
  • Training and experience in human resource management, budget management, collective agreements and project management
  • Must possess a valid CLASS 5 N.S. Driver's License with a responsible driving record

Technical / Job Specific Knowledge and Abilities:

  • Strong working knowledge of work processes and equipment operation for assigned works programs and winter works operations required
  • Knowledge of HRM relevant software, i.e., CityWorks, Microsoft Word, Excel, Outlook, GIS etc.
  • Comprehensive knowledge of occupational safety and environmental regulations and practices
  • Knowledge of applicable collective agreements within HRM or equivalent relevant experience
  • Demonstrated labour relation skills in managing a unionized workforce
  • Strong working knowledge of WHMIS required
