    Accountability ONxpress Transportation Partners, Operations & Maintenance (O&M) is looking for a Manager, Learning & Development. Reporting to the Head of Employee Experience, Total Rewards & Development, this role will be responsible for overseeing the development and implementation of our Learning and Organizational Development functions and programs. In this role you will have the ability to create and scale learning and development solutions that enhance the employee experience.
    Responsibility
  • Manage a team of learning and organizational development professionals to design programs that create long-term career opportunities for our employees while driving organizational performance in alignment with our culture.
  • Develop the Learning and Development strategy to support a culture of learning and growth with an emphasis on building skills and developing a strong "bench" to support organizational growth.
  • Manage all stages of the learning lifecycle including needs assessment, curriculum design, instructional design, content development, delivery, measurement, and maintenance This includes the design and delivery of learning tools, as well as administration responsibilities through oversight of enterprise-wide Learning Management System.
  • Develop role-based competency profiles and learning paths to support a best-in-class onboarding program and ongoing employee development.
  • Provide best-in-class, business driven learning solutions through analyzing and recommending training programs to support changing strategic objectives.
  • Creation of talent review process including assessing performance and potential, identifying retention risks and strategies, establishing key talent development plans, succession plans for critical roles and identifying actions to address talent needs.
  • Lead the implementation of the Performance Management system including Goal setting, Development Planning, ongoing Coaching & Feedback and Talent Assessments building strategies through implementing plans to enhance leader understanding and capability in support of a high-performance culture.
  • Partner with stakeholders within the business Training function to build cohesive and aligned solutions.
  • Collaborate with HR team members and business leaders to understand their needs related to training and development by proactively interfacing with key stakeholders in order to understand, recommend and deploy effective solutions.
  • Implement solutions to ensure we have the right people, in the right roles, at the right time, for our business needs.
  • Building relationships with third-party resources, vendors and partners.
  • Be a champion for a culture of respect and foster a diverse and inclusive workforce at all levels of the organization.
  • Experience
  • 10+ years experience with 5+ years experience in a specialized Learning and Development role preferably with some previous experience as a Human Resources Business Partner.
  • Previous experience in a leadership capacity
  • In-depth experience in driving talent development and engagement strategies and programs in a complex organization.
  • Experience in both union and non-union industry

  • Ability to source /design and implement world class programs to meet internal talent requirements and development needs.
  • Demonstrated experience with Learning Management Systems.
  • Excellent leadership, problem solving, analytical, and written and oral communication skills and the ability to lead a function in a matrixed environment.
  • Ability to maintain strict confidentiality and discretion.
  • Education
  • Bachelor's degree in Business Administration or Human Resources Management or related field HR designation
