Summary:


Within the context of a patient, client and family centred model of care and, in accordance with the Mission, Vision and Values, and strategic directions of Providence Health Care, promotes a safe, respectful, and civil working environment for patients, residents, families, visitors and staff.


Reporting to the Provincial Director, Research, Evaluation & Data, the Manager, Data Analysis & Reporting is responsible for shaping the development and leading the implementation of a comprehensive data strategy that outlines the vision for effective data management and use at Foundry.

The Manager oversees a team responsible for the overall management of Foundry data assets including data governance, data quality, data linkage and storage, and use of data at Foundry by both internal staff and external data users including lead agency partners and researchers.


The Manager works closely with the research, evaluation and data team leadership as well as other key teams across Foundry central office including services, knowledge translation, policy and engagement to facilitate opportunities build capacity in data literacy and advance data mobilization initiatives.

The Manager supports Foundry's learning health system by enhancing access and use of data by the Foundry network, Foundry staff, clients and families, and other partners (including government).

In addition, the Manager provides leadership for provincial and national data initiatives in integrated youth services and youth mental health and substance use.


Qualifications / Skills and Education:

Education:


  • Master's Degree in Epidemiology, Health Information Science, Public Health, Measurement, Statistics, Biostatistics or related degree plus a minimum of five (5) years' recent experience including direct leadership of projects.
  • Previous health care experience is an asset.
  • A minimum of five (5) years' experience working collaboratively in a large, complex organization with direct experience developing and implementing a data governance roadmap and program.
  • Extensive experience leading projects that include data quality, data linkage and working with complex databases.
  • Experience working in a collaborative environment that includes working with researchers and/or evaluators.
  • Experience working with large, complex databases.
  • Excellent R studio and SAS programming skills including SQL and macro writing.

Skills and Abilities:


  • Demonstrated knowledge of health research methodology, principles and procedures.
  • Knowledge of provincial and national privacy and data sharing legislation.
  • Demonstrated ability to lead system initiatives, including project planning and management methodologies.
  • Demonstrated ability to work collaboratively and facilitate multistakeholder or multipartner initiatives.
  • Knowledge of the delivery of care in a health care system, government processes and health authority structures and responsibilities.
  • Demonstrated knowledge of principles of justice, equity, diversity and inclusion within a data context (e.g., knowledge of OCAP, EGAP).
  • Demonstrated ability to lead teams and to promote teamwork, work collaboratively and build consensus with diverse groups, and provide leadership, guidance and direction to staff.
  • Advanced skills in problem solving, planning, change management and group process
  • Ability to exercise sound judgment, critical thinking and effective decisionmaking.
  • Ability to communicate effectively, both verbally and in writing, with all levels of the organization, including advanced report presentation and writing skills.
  • Ability to critically assess policy and procedures and effect change.
  • Ability to respond to changing priorities and unforeseen circumstances.
  • Effective facilitation skills and the ability to motivate and influence leaders.
  • Ability to effectively manage budget and staff resources.
  • Ability to organize, prioritize and balance work.
