Primary Duties


This position is primarily focused on utility maintenance and operational performance matters for underground water and sewer within the City of Kingston.

Activities may include a variety of projects and studies such as condition assessments and developing maintenance programs.

Responsibilities include daily field investigation and documentation activities such as CCTV activities, maintenance, hole inspection, observation, assisting in collecting data and records, developing and following work schedules for assigned projects and studies.

Other tasks may include excavations, hydrant repairs, valve operating, hydro excavations and the communication of information with both internal and external contacts including distributing notices door to door and other daily tasks.


Education, Certification and Other Qualifications Required

  • Minimum Grade 12 Education. Experience in water distribution and wastewater collection, sanitary collection and storm system utility construction and maintenance planning.
  • Certification in Water Distribution and Wastewater Collection will be preferred, or the ability to obtain OIT certification within 6 months of employment
  • Gas Pipeline Inspector certification is an asset.
  • 08 ton crane certification is an asset.
  • Postsecondary education in related fields is an asset.
  • A "DZ driver's license will be required, or a Class "G" driver's license with the ability to obtain a DZ driver's license within 6 months.
  • Experience working with MS Office (Word, Excel, Outlook,Share Point and Esri).
  • Experience working with iOS
  • Knowledge of gas/water/sewer distribution systems within the City of Kingston an asset.
  • Backflow testing certification considered an asset.
  • Physical ability to perform the essential duties of the position.
  • Teamwork skills, initiative, reliability, and ability to make accurate and timely decisions under stressful conditions.
  • Ability to respond to calls or emergency situations after hours is a requirement of the position.
  • Complete the duties and responsibilities of ORO when assigned.

Special Working Conditions/Conditions of Employment

  • Must obtain level 4 Water Distribution Certification and level 3 Wastewater Collection Certification within 10 years of employment.
  • A satisfactory MTO Driver's Check will also be conducted as a condition of employment.
  • Obtaining and maintaining a valid DZ driver's license.
  • Obtaining and maintaining Class 1 licenses in Water Distribution and Wastewater Collection within 18 months of hire.
  • Rotational On-Call and the ability to work Overtime as required.
