Main Purpose and Function


The Supervisor, Stanley Park, Downtown Parks, Beaches, QE and VanDusen oversees the maintenance of Stanley Park, Downtown Parks, Queen Elizabeth Park, VanDusen and Beaches, including all horticultural services, turf grass management, invasive species management, enhancing ecological and naturalization management, and other related Park Operations.

This position provides overall leadership and co-ordination in the development and implementation of long
- and short-term maintenance plans, performance standards, budget management, improved policies and guidelines, and administration of staff to ensure continuity and flexibility to meet emerging needs. This includes hiring, termination, evaluation, discipline, support, coaching, professional development of employees and representing the employer in the grievance process.

This position will require occasional weekend coverage.


Specific Duties and Responsibilities

  • Provides leadership and management to staff, including hiring, discipline, performance and attendance management, coaching, training and development. Inspires, motivates, guides and directs all staff ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
  • Provides coaching on a timely basis; develops goals and expectations, identifies training and development for subordinate staff
  • Meets with employees to resolve disputes and administers appropriate collective agreements. Hears grievance meetings at step 1 of the grievance process and in consultation with Superintendents has the authority to resolve grievances at that step
  • Develops and submits annual operating budgets for the division in accordance with the Park Board/Coty standards and procedures and administers approve budgets to ensure cost control and effective utilization of resources. Provides reports for budgets at meeting with senior leadership, finance representatives and other department during the budget process
  • Plans, organizes, directs and controls the operation of Neighbourhood Park Operations, including Irrigation, and also the operations of City wide sports fields
  • Establishes and maintains effective communication and coordination with other divisions and departments in the Park Board, the City, consultants, and contractors and also with the different levels of government, outside agencies, notforprofit organizations, associations and the general public
  • Sets priorities for maintenance of Sports fields and parks according to usage, degree of wear and tear and adjusts priorities to meet emerging public needs
  • Manages the implementation of approved plans by contractors and Park Board crews, and ensures adherence to specifications and standards
  • Participates in Park Board management team meetings, leadership team meetings and public meetings regarding parks and facilities
  • Responsible for performance management and liaising with Human Resources to determine resulting disciplinary action applied to staff in work group.
  • Supports Superintendents in the development and monitoring of their area budget, variance reporting and expenditure control. Provides input to capital budget and prepares operating impact of capital
  • Liaises with OH&S Coordinator to develop safe work policies and guidelines, and manage workplace injuries and resulting costs. Ensures all WorkSafe BC investigations are completed in a timely fashion.
  • Mitigates risk to staff and the general public through the development of inspection programs
  • Responsible for planning and delivery of staff training on proper work procedures, including health and safety training.
  • Participates as a regular member of the local Safety Committee(s), acting as meeting chair as necessary
  • Manages and supervises contractors and consultants, ensures goods and services are provided within the set parameters of the contract, identifies discrepancies and develops strategies to address them
  • Monitors and provides analysis of the Work Order Management System
  • Prepares reports, documents and correspondence for Managers approval
  • Ensures timely delivery of quality cus
