Position Title:
Manager, Procurement and Contracts


Location:
Royal Avenue YMCA (# Royal Avenue, New Westminster)

Regular travel to facilities within the Lower Mainland


Terms:
Permanent, Full-Time


Hours of Work: 35 hours per week


Start Date:
As soon as possible


Salary:
$80,000 - $95,000 per year plus full benefits package


Reports to:
Vice President, Asset Development


Nature & Scope:

The Manager, Procurement and Contracts provides structure and oversight to procurement and service contract management. The manager negotiates contract terms, creates RFQ and oversees the competitive bidding process for facility services. Contracts can include Custodial, Elevator, HVAC, and Landscaping contracts. They will evaluate vender and product risks as well manage vender relationships and resolve conflicts. The Manager also develops, and implements cost-effective procurement strategies and polices for the procurement of goods and services.


Major Responsibilities:


  • Develop and execute procurement strategies for cost efficiency and supplier management for facility services.
  • Lead contract negotiations, ensuring favourable terms and conditions while staying within budget constraints.
  • Oversee vendor selection, assessing alignment with organizational values.
  • Monitor and enforce compliance with procurement policies and standards.
  • Drive sustainable procurement practices to support responsible sourcing.
  • Collaborate with crossfunctional teams to optimize procurement processes and achieve operational excellence.
  • Evaluate and report on procurement performance, ensuring cost savings and operational efficiency.
  • Effectively manage the procurement budget.
  • Foster a culture of responsible procurement and ethical sourcing.
  • Stay current with industry trends and best practices to drive innovation and excellence in procurement.

Qualifications/Experience:


  • Bachelor's degree in business administration, supply chain management, finance, or a related field
  • Minimum 5 years related experience in procurement or supply chain management, preferably in a managerial role.
  • Strong understanding of procurement principles, practices, and regulations around tendering and CCDC2 contracts.
  • Excellent negotiation and communication skills.
  • Certification as Certified Professional in Supply Management (SCMP) or Member of Chartered Institute of Procurement & Supply (CIPS) would be beneficial.
  • Welldeveloped relationship skills and experience providing customer service to public
  • Proficient with Microsoft Office (Excel, Word, PowerPoint), Internet and Office 365 Mail
