The Inspections & Health Compliance Unit (IHCU), Licensing & Compliance Monitoring Branch directly monitors over 1000 accommodations, to ensure compliance is meet with applicable legislation, i.e., Resident and Family Councils Act, Continuing Care Health Service Standards (CCHSS) and Long Term Care/Supportive Living Accommodation Standards.

Many of these accommodations have unique problems that require a flexible approach to ensure they are in compliance with requirements.

In addition, IHCU monitors Alberta Health Services (AHS) CCHSS auditing practices of AHS contracted facilities, to ensure alignment with Ministry legislation/regulations, standards, and departmental policies.

IHCU teams actively participates in the on-site audit reviews and facility investigations of varying complexity under the direction of the Director/Manager.

The primary objective of these audit reviews is to strengthen accountability to the public by providing assurance that the health care system and internal operational controls are working effectively, enforced, and that the quality of care and delivery of the health service standards.


Role:


This position reports to the Statutory Director of the Inspections & Health Compliance Unit (IHCU) and will be part of a dynamic team of managers, health compliance officers and inspectors.

As the Business Operations Coordinator, you will work independently, and:

  • Develop and provide an effective and efficient monitoring process for the unit
  • Ensure that all enforcement processes are progressive in nature and all accommodations are treated equally, following administrative fairness principles
  • Provides accurate/timely information, including forecasting, regarding compliance monitoring activities, and acts as a resource/liaison for internal or external stakeholders
  • Maintaining unit policies and procedures, communicating updates, and managing/storing information
  • Review and analyze accommodation files to ensure all administrative steps have been taken, and department policy and procedures are followed
  • Liaises closely with Investigators located in multiple geographical locations in Alberta to ensure they obtain all the information needed to effectively deal with the review and accommodation issues.
  • Identify and report to the Director/senior leadership when there are highrisk deficiencies, and provide status updates for audits/inspections, enforcement actions taken, and when required, develop recommendations for timely resolution of noncompliance
  • Provides a wide range of complex issues management to the Director and other Senior Management in the branch
  • Make sound decisions, use creative problem solving, process daily work, manage information requests, and develop communication for outgoing responses
  • Works with colleagues on projects to effectively resolve areas of concern and provide comments on policy direction
  • Assist with unit activities, i.e., providing coveroff relief for the Executive Director's Assistant when required.

Qualifications:

Post-secondary diploma in business, quality and process management, regulatory enforcement or a related field. Your education must be complemented by a minimum of 5 years of related experience.


Related experience must include:

  • Forecasting models
  • Quality and process management
  • Regulatory licensing and compliance monitoring
  • Extensive experience of databases, computer programs, including use of word processing and spreadsheet software

Preference will be given to those with:

  • Good knowledge of regulatory requirements and interpretation to provide advice to branch leadership and stakeholders.
  • Knowledge of inspection/audit procedures and requirements used to measure accommodation compliance.
  • Sound knowledge of the objectives, functions and policies pertaining to the Inspections and Compliance monitoring program.
  • Knowledge of inspection program criteria and associated Acts, Regulations, and Standards.

Assets:

  • Course completion for Foundations of Administrative Justice
  • Direct experience working in health, social care facilities and continuing care settings
