    Description

    Summary of responsibilities:

    The Advisor, Procurement and Contracting is responsible for providing the full life cycle of procurement and contracting services for all goods and services necessary to support the organization in meeting its operational objectives. The incumbent works with some freedom of action. The Advisor, Procurement and Contracting performs all other duties and responsibilities related to the position as required.

    What you need to succeed

    To qualify for the position, you must have:

  • Graduation from a recognized college or university in Commerce, Accounting, Procurement, or another specialty relevant to the duties of the position.
  • A minimum of four (4) years of experience in the procurement field.
  • A minimum of two (2) years of experience providing advice and assistance to clients and providing interpretation of policies and procedures.
  • Strong knowledge and experience in the full life cycle of procurement/contracting for goods and services; analyzing requirements, determining procurement method, preparing documents, request for proposals (RFPs), evaluations and contracts.
  • Experience formulating and reviewing complex contracting documents including RFPs, evaluation reports, contracting agreements and corporate standing offers.
  • Experience preparing reports and recommendations for senior management.
  • Knowledge of emerging trends and best practices in procurement and contracting.

  • Purchasing Management Association of Canada certification or other certification relevant to the duties of the position.
  • Knowledge of the Government procurement environment.
  • Knowledge of acts and regulations that govern procurement and contracting activities in Canada.
  • Knowledge of CATSA's mandate and priorities, as well as an awareness of relevant legislation impacting CATSA.
  • Specific work requirements

  • Language Profile: English Essential;
  • Ability to obtain and maintain a Secret security clearance;
  • Be a Canadian citizen or permanent resident.
