Reporting to the Director, Infrastructure & Resource Management, the Manager, Capital Delivery is responsible for delivering the division's Capital Program, consisting of state-of-good-repair projects and new capital projects.

You will also be responsible for overseeing the Capital Delivery unit, and managing assigned staff.

Furthermore, the Manager Capital Delivery will be responsible for providing strategic input to the overall Solid Waste Management Services integrated program, as required and be a valued member of the division's management team.


Major Responsibilities:


  • Develops and implements detailed plans and recommends policies regarding the Capital Delivery program and the administration of the unit.
  • Leads the delivery of capital projects with a team of staff from this unit, and with the assistance of staff from Engineering and Construction Services.
  • Manages, motivates and trains the unit's staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
  • Supervises the day to day operations of all assigned staff including the scheduling, assigning and reviewing/approving of work, as required. Authorizes and controls vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments and recommends disciplinary action when necessary.
  • Develops, recommends and administers the annual budget for the unit, and ensures that the unit's expenditures are controlled and maintained within approved budget limitations and Purchasing and Financial Control bylaws.
  • Evaluates new and emerging waste management technologies and makes recommendations on their applicability in SWM operations and implements same.
  • Supports and oversees the implementation of new business processes and initiatives to support continuous improvement of the capital delivery program.
  • Assesses and balances the needs of internal and external stakeholders; such as: divisions/departments, Councillors, public, regulatory bodies, and environmental groups as required to implement SWMS initiatives.
  • Implements SWMS initiatives to improve operational performance and meet SWMS diversion goals.
  • Prepares requests for proposals for solid waste facilities and services; evaluates responses and makes a recommendation for award.
  • Prepares reports for Council and various Committees, as required by the Director.
  • Negotiates business and other terms of construction and operating contracts. Manages all aspects of construction projects.
  • Helps ensure SWMS facilities comply with applicable legislation by identifying and obtaining required permits and approvals and negotiates key conditions, both during the capital construction and future operating phase.
  • Liaises with senior officials of the City, industry and the province on matters related to SWMS operations and facility approvals.
  • Provides information and/or addresses the publics' concerns and responds to their feedback, through information sessions and other means

Key Qualifications:


  • Postsecondary education in Mechanical, Civil, Electrical Engineering, Environmental Engineering, and/or in a professional discipline pertinent to the job function, and/or an equivalent combination of education and experience.
  • Must be a qualified Engineer as defined by the Professional Engineers of Ontario.
  • Extensive Project Management experience in a municipal environment from inception to implementation associated with engineering of multidisciplinary, multiyear construction projects.
  • Extensive management experience in service delivery and financial management.
  • Considerable experience managing consulting teams and negotiating and administering service contracts.
  • Considerable experience in managing staff (i.e. performance, training, coaching, mentoring), and labour relations matters.
  • Proficiency in the use of general computer software including Microsoft Windows 10, Excel and Word.
  • Highly developed interpersonal and/or public relations skills including the ability to forge partnerships, liaise, negotiate, consult, problem solve and resolve conflicts with all organizational levels within the City, other levels of government, and private sector partners.
  • Ability to manage, motivate and train staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
