Job Summary:
This position is responsible for the review and approval of engineering drawings construction and administration of water and wastewater facilities required for new development through the planning approval process, or components of the process as requested by the Development Project Manager (DPM)/Development Engineer.
Duties & Responsibilities:
- Initiate and coordinate the preparation of the Regional development agreement and provide the final approval of the agreement for registration.
- Establish security amounts for the Regional infrastructure component of a development project.
- Manage authorizations for the reduction of financial securities for projects upon completion and/or assumption by the Region.
- Ensure water and wastewater systems in all new developments are designed and constructed in accordance with Region of Halton standards and ensure MECP guidelines are met under the MECP Transfer of Review process.
- Guide and advise developers and consultants involved in development projects to ensure that the servicing component of the project is provided in an efficient and satisfactory manner.
- Respond to concerns and complaints from the general public related to servicing in new developments.
- Respond to inquiries and provide guidance on servicing availability from members of the public and stakeholders.
- Provide support to the
DPM:
to manage the delivery of capital works projects through the development charges reimbursement policy for developer-led projects and in construction administration for development projects, including coordination of inspections, site meetings, resolving construction issues, and reviewing testing results of Regional infrastructure.
- Assist in establishing and implementing standards and procedures.
- Provide updates to the Region's design standards and provide input into process improvements.
Skills & Qualifications:
Essential
- Civil Engineering Technologist Diploma or equivalent.
- Registration in OACETT and certified as a C.E.T.,or in the process of obtaining these.
- Minimum two (2) years of working experience in a civil engineering environment.
- Knowledge of sewer and watermain design and construction (including applicable design standards and regulations).
- Knowledge of MOE regulations and Certificate of Approval requirements.
- Knowledge of municipal infrastructure such as roads, storm sewers, water purification plants and sewage treatment plants.
- General understanding of the municipal planning process.
- Analysis and problemsolving skills.
- Excellent Verbal and Written communication skills.
- Customer service skills (tact, clearly communicate technical matters to nonexperts) to respond effectively to inquiries and complaints from the public.
- Excellent Computer skills including working knowledge of Microsoft project, Excel, Word, GIS, AutoCad. Ability to learn software programs (IPFS/DATS).
Preferred
- Experience in the design and approval of municipal engineering systems to review and approve the installation of municipal water and sewer infrastructure.
