The CFO/General Manager, Financial Services will play a vital role as a senior leader, a champion of change and a contributor to the achievement of Metro Vancouver's strategic objectives. This role reports directly to the Chief Administrative Officer (CAO) and is an outstanding opportunity for a strategic, proactive finance professional to add value across a dynamic organization.

This role:


  • Performs a strategic and senior leadership role in the provision of financial management and advisory services to Metro Vancouver. Directs the development and implementation of financial policies and plans and oversees the financial operations of the organization.
  • Accountable for the annual and long range capital and operating program budgets for the department and monitors and controls spending ensuring the effective and efficient expenditure of funds. Manages and directs the deployment of complex crossfunctional resources and ensures expenditures align with departmental business plans.
  • Makes significant decisions on the operations and strategic direction of department and the organization as a member of the Corporate Planning Committee. Leads complex and highly specialized work with significant impacts at the organization and regional level. Makes decisions cognizant of the complexity of the organization and conflicting priorities. Ensures corporate objectives are achieved, and in consultation with the CPC, develops and implements corporate policy.
  • Responsible for managing all aspects of the Corporation's Financial Plans, including planning and analysis; budgeting and auditing services; treasury services; and, policy and research.
  • Responsible for providing leadership for the development of sound and defensible processes for the organization's financial operations. Ensures appropriate structures and resources are in place to efficiently and effectively respond to the organization's operational requirements while ensuring adequate protection from unnecessary risks.
  • Serves as a key advisor to the organization's senior management team and provides expertise, consultative support and direction to managers on a range of matters including policy development; risk management approaches; utility pricing projections and analysis; debt financing; and alternate financing arrangements.
  • Responsible for providing oversight and may act as Committee Manager for designated Standing and Advisory Committees as required. Works closely with elected officials and senior municipal contacts to provide advice and recommendations; and liaises with other agencies and orders of government on policy issues, regulatory matters and funding for major infrastructure projects.
  • Hires, leads, directs and mentors cross functional senior staff and monitors and manages performance towards fulfilling corporate objectives. Evaluates and recommends staffing requirements for the department; ensures best practices are employed with respect to human resources management; and provides support to staff in addressing and resolving complex challenges.
  • Provides direction to staff with emphasis on the planning, development and implementation of strategic programs and operations. Reviews work for alignment and coordination with other functions; establishes guidelines and precedents for decision making; and resolves challenging problem situations.
  • Provides advice and recommendations to the CAO, Board and Board committees and is accountable for delivering on the Board's strategic plan. Develops and maintains internal and external relationships of considerable importance to the organization. Performs role as key spokesperson for the organization on financial matters as required.
  • Monitors and responds to trends and regulatory changes impacting the financial activities of the organization.
  • Performs other related duties as required.

To be successful, you have:


  • 12 years of recent, related progressive experience supplemented by a university degree in a relevant field such as business administration or public administration; or an equivalent combination of training and experience.
- "Chartered Professional Accountant" designation.
