General Accountability:


  • Reporting to the Program Manager, ModernTO, the Change Management Consultant acts as the Change Management Lead and is responsible for creating and implementing change management strategies and plans for TTC's Office Consolidation and Modernization Program referred to as ModernTO.
  • The incumbent will serve as a coach/facilitator in support of change management initiatives and work to drive faster adoption, greater utilization and higher proficiency on the changes impacting employees to achieve the goals and objectives of the ModernTO Program
    Key Job Functions:
  • Develop and implement change management strategies/plans by utilizing proven methodologies and techniques:
  • Conduct stakeholderspecific impact analyses, assesses change readiness, evaluates results and presents findings in an easytounderstand and logical manner
  • Identify and analyze potential people risks, anticipates resistance, and integrates risk and resistance management actions into the change management plan(s)
  • Develop a set of targeted and actionable change management plans
  • Work with project teams in integrating change management actions into the overall project plan;
  • Coordinate the identification and ongoing monitoring of key people issues and risks
  • Support the design, development and delivery of communication and training efforts
  • Develop group/department level change management strategies/plans (i.e., communication plan, training plan, coaching plan, sponsor roadmap, resistance management plan).
  • Engage all stakeholders in assessing root causes and performance gaps and implementing appropriate interventions:
  • Identify and use instruments and surveys to analyze individual and group behaviour and recommend strategies for making needed changes;
  • Identify performance and resistance gaps and works to develop and execute corrective action;
  • Assess risks associated with various change initiatives and recommends and implements actions to manage negative impacts;
  • Conduct change management workshops/interviews with various levels of staff;
  • Anticipate and identify potential sponsors of and barriers to change, develops counter strategies to reduce resistance and mitigates areas of doubt and uncertainty;
  • Support communication and training efforts for ModernTO;
  • Define and measure success metrics and monitor change progress;
  • Promote a respectful work and service environment that supports diversity, inclusion, and is free from harassment and discrimination. Provides leadership in the development and implementation of inclusive and accessible policies, programs and/or services for employees and customers in accordance with TTC's commitments and obligations under the Ontario Human Rights Code (OHRC) and Related Orders, the Accessibility for Ontarians with Disabilities Act (AODA), and TTC's policies.

    Education and Experience:
  • Completion of a post
  • secondary college diploma or university degree in Business Administration, Organizational Development, Change Management or other related field or a combination of education, training and experience (minimum of three years) deemed to be equivalent.
  • Project management experience and excellent facilitation and coaching skills; excellent analytical, problem solving, and conflict resolution skills.
  • Experience developing and facilitating change management within a unionized environment
  • Project management and/or change management designation is preferred (PMP and/or CMP certification
