    Position Summary:

    The Director, Strategic Sourcing is responsible for overseeing the procurement processes and supplier relationships, on behalf of the GTAA, to support the organization's capital and operational needs. Reporting to the Chief Financial Officer, the Director, Strategic Sourcing ensures that the corporations strategic goals are maximized through the Sourcing program – including economic impact , sustainability ,innovation, supplier integrity. This includes ensuring the organization's strategic objectives are delivered within capital and operating solicitations. The role is instrumental in managing significant capital and operating budgets, optimizing the strategic sourcing delivery model, risk mitigation and fostering a culture of operational effectiveness throughout the LIFT Program's duration, a time when sound procurement practices that deliver value to the organization while mitigating risks will be paramount. Additionally, the role will be pivotal in reviewing the strategic sourcing delivery model and team composition to determine the most productive and cost-effective means, which includes establishing processes and practices, to achieve the organization's procurement objectives.

    As Director Strategic Sourcing, you will:

  • Re-imagine delivery of capital and operating procurement within GTAA, researching contemporary organizational structures and delivery models that will achieve the organizational sourcing objectives while optimizing the use of staffing resources
  • Spearhead organizational change by leveraging technology, enhancing analytical depth, broadening the supplier network, navigating through shifts in the external landscape like supply chain dynamics and ethical standards
  • Effectively develop and implement procurement strategies aligned with GTAA's capital program objectives and budgetary constraints.
  • Establish a cross organizational structure and practices that ensures objectives are met
  • Champion the transfer of Procurement knowledge by leading training initiatives and communications across the organization to have clear understanding of sourcing and contract management, procurement processes, delivering tools that enable speed and how to establish and deliver on internal SLAs
  • Develop and manage best-in-class procurement policy, processes, systems, toolbox, training and auditing
  • Create a culture to propel meaningful process changes and/or improvements to ensure scalable, repeatable, cost-effective and well-controlled processes to support the business in a compliant, fiscally responsible manner
  • Continuously improve productivity and efficiency throughout the sourcing process and new technologies or enhancements
  • Own the development and ongoing reporting and dashboards of meaningful process metrics to measure performance while establishing relevant goals and thresholds to drive accountability, improve efficiencies, and performance
  • Provide assurance that processes in all areas of responsibility are adequately and effectively controlled to appropriately manage risk and that effective change management is in place
  • Collaborate with Business Customers, Legal and other members of the Sourcing team to enact improvements in RFx templates, as well as policies and Standard Operating procedures for better governance and process efficiency
  • Develop and manage the Strategic Sourcing department budget and effectively implement procurement strategies aligned with GTAA's capital program objectives and budgetary constraints
  • Responsible for developing and sustaining a superior strategic sourcing function, including development and execution of a long-range strategic roadmap that enables efficiency, cost effectiveness and improved supplier performance in collaboration with Business Units and the GTAA vision
  • Effectively partner across the stakeholders to meet business needs while developing and providing solutions that deliver value and effective spend management
  • Be responsible for continual awareness of the economic and market drivers for effective negotiation strategy development and risk mitigation
  • Negotiate and finalize contracts and service level agreements with vendors and contractors, ensuring adherence to legal and regulatory standards and the achievement of GTAA's objectives in the establishments of contracts associated with solicitations.
  • Model the GTAA leadership behaviours; and coach, mentor and develop individuals on your team

  • A strong level of proficiency with MERX or similar bid software program, ERP applications such as Oracle or SAP and above intermediate level MS-Office applications
  • Demonstrated experience in conceptualizing and implementing innovative procurement delivery models

  • Experience working in a sophisticated, fast-paced project environments with strong leadership, organizational, and planning skills

  • Demonstrated ability to deliver and implement with a positive, result and outcome oriented drive
  • A structured thought process withstrong problem-solving skills, and the ability to break down complex problems to yield valued solutions
  • Skilled in delivering presentations to a diverse range of audiences, encompassing both technical experts and general listeners
  • Familiarity with best practices, laws, and regulations related to strategic sourcing and contract management
  • Excellent verbal, listening and written communication skills
  • Ability to bridge gaps and communicate effectively between cross-functional teams and external partners
  • Ability to understand governance, creative and technical issues at a high level
  • Ability to think analytically and act creatively, and to work within tight timelines
  • Ability to cope with uncertainty, learn fast, motivated by new and complex challenges
