The Agriculture Program Officer position, as part of a small team of program officers, is responsible for providing overarching coordination, consistency, training, and best practices in the delivery of various agriculture programs and services.

The position oversees the budget, delivery, data collection and data management of various federal and provincial programs and services offered to the agriculture industry and other organizations.

Programs have the objectives of advancing agriculture industry development, promoting improved agri-environmental outcomes, and responding to climate change.

The Agriculture Program Officer ensures consistent implementation of program processes and develops and communicates best practices in client service, data management, and financial and performance reporting to the entire program delivery team.


Duties will include:


  • Develop standards for quality and consistency in program delivery across agriculture programs, and coordinate in the development and implementation of those standards with other Agriculture Program Officers;
  • Ensure consistency in program delivery methods and standards across all agriculture programs as applicable;
  • Develop and manage templates for financial and performance data and ensure financial, performance, and results reporting for all programs are compiled, consistent, and formatted appropriately;
  • Ensure program guidelines and administrative policies are followed for each project and client file;
  • Develop client contracts and funding agreements and amendments, including the project requirements and evaluation criteria for work plans and schedules to the agreement;
  • Process financial claims for projects, ensure program expenditures align with contract agreements for funding and all necessary documentation and reporting is received, and recommend projects for payment;
  • Monitor and track program funding commitments, payments and overall program budgets; under the direction of the Section manager;
  • Build and maintain program financial and data management spreadsheets and databases to track all necessary information for budget management, and financial and performance reporting;
  • Fulfill financial reporting obligations for programs and provide necessary information and documentation for program audits;
  • Plan communication and promotional campaigns for programs and services;
  • Develop and maintain paper and electronic copies of client and project files according to Records and Information Management policies and procedures
  • Train other Agriculture Program Officers, Program Officer Interns, and temporary or casual staff in best practices in program delivery, program policies and procedures, and file and data management systemsReport on performance indicators and performance data as required;
  • Other duties as required.

Minimum Qualifications:


  • Degree (Bachelors) in Agriculture or Business Management with considerable experience in program management or delivery and ability to demonstrate an understanding of the agricultural industry in the province.
  • Must have excellent interpersonal skills and skills in written and oral communication, conflict resolution, and organization;
  • Must have demonstrated leadership skills
  • Must have a valid driver's license.
  • Knowledge of program design and management, performance management criteria and standards, reporting mechanisms and feedback tools for federalprovincial agriculture incentive programs would be an asset.

Preference will be given to UPSE Civil Employees as per the UPSE Civil Collective Agreement.
