This position is responsible and accountable for oversight, planning and day-to-day management of

one or more assigned Agency programs/services in a manner consistent with legal/statutory

requirements and Agency policies, goals and objectives.


ACCOUNTABILITIES

  • Responsible and accountable for oversight, planning and daytoday management and administration of one or
more assigned Agency programs and services directly or through reporting supervisors to ensure program or
service delivery is consistent with Agency mandate and policy, contractual, budgetary and other requirements

by methods such as:
assessing and resolving program issues; developing plans and strategies to achieve
objectives for assigned programs/services; and determining requirements for assigned programs and projects.

  • Makes recommendations for changes to assigned program or services and/or the development of new
programs/services and responsible for maintenance of specific sites as needed.

  • Provides policy, technical and practical guidance to supervisors and staff in assigned programs/services.
Evaluates the work of assigned staff, identifies training needs and implements staff and volunteer orientation
and in-service training.

  • Participates as a member of the management team by methods such as providing input, feedback and support:
in developing and/or implementing long range and strategic plans; assessing and resolving Agency operational
issues; and Agency policy development.

  • Responsible for: hiring and supervising supervisors and other staff; operational planning; and priority setting for
assigned programs/services.

  • Provides direction and support to supervisor(s) and program/service team(s) by methods such as coaching, role
- modeling, mentoring, team building, recruitment, scheduling, onboarding, and performance management. May
participate or intervene at the service level to resolve issues/problems.

  • Prepares and reviews reports, makes presentations and maintains a current awareness of developments in
assigned program areas.

  • Plans, administers and controls assigned budgets for contracts, equipment and supplies (including monitoring,
reporting and accounting for budget variances).

  • Oversees approved budgets and expenditures in accordance with Agency financial control and administrative
procedures.

  • Leads evaluation procedures in assigned programs/services and takes the lead in developing annual program
outcome performance reports. Ensures accreditation requirements are met.

Qualifications

Education, Training and Experience:


  • Completion of a university degree in social services or a related field.**
  • A minimum three (3) years' experience in program management, financial, supervisory/leadership and relevant
experience. An equivalent combination of education, training and experience will be considered.
***- Class 5 driver's licence and access to a reliable vehicle is required.

**Knowledge, Skills and Abilities: **- Awareness of legislation, regulations and practice standards relating to financial and human resource

management.

  • Solid knowledge of a variety of relevant theoretical models and modalities.
  • Excellent oral, written, facilitation, reporting and interpersonal communication skills.
  • Demonstrated teamwork, leadership and supervisory skills.
  • Welldeveloped planning, organizing and administrative skills.
  • Ability to function independently and manage concurrent projects and deadlines.
  • Ability to participate in, resolve and effectively manage stressful and emergency/crisis situations.
  • Demonstrated initiative for developing and implementing innovative strategies and plans to achieve program
and organizational goals.

  • Ability to make sound recommendations and decisions by considering factors based on a mixture of analysis,
judgment and experience.

  • Demonstrated knowledge of financial management and the contracting process.
  • Proven ability as a critical thinker who is able to assess situations rationally, problem solve and resolve
conflicts with a win-win approach.
