    Treasury Board and Finance, Edmonton – Treasury and Risk Management (TRM)

    Treasury and Risk Management (TRM) is responsible for managing the government's cash resources, borrowing programs, financial risk management, liquidity and banking activities. The division provides investment policy advice and portfolio planning and evaluates the investment performance of government investments, including the Alberta Heritage Savings Trust Fund. TRM, on behalf of the province, is responsible for administering the program that provide loans to local authorities for capital projects. TRM assists in the identification, measurement and control of the risks of accidental loss to government.

    Role Responsibilities

    The Capital Markets branch of our Treasury and Risk Management division is seeking a talented Senior Manager to assist in monitoring and analyzing a wide range of investment portfolios and providing policy advice based on best practices. This role is pivotal to ensuring the government asset portfolios meet short and long-term objectives, while adapting to ever-changing economic landscapes.

    Responsibilities:

    1. Strategic Investment Policy Development:

    • Lead the analysis, development, and review of investment objectives and policies for endowment funds and other investment accounts.

    • Implement a risk budgeting framework to guide portfolio allocation strategies.

    • Monitor global capital market trends to identify opportunities for improving risk-return outcomes.

    2. Performance Monitoring and Analysis:

    • Analyze the performance and costs of government investments to provide insights and identify potential issues.

    • Conduct detailed risk-return analysis across fund components.

    • Lead in the preparation of business plans and reports, including AHSTF reporting.

    3. Stakeholder Liaison and Relationship Management:

    • Act as the primary liaison between our division and other entities related to investment funds.

    • Coordinate meetings and enhance portfolio management knowledge among committee members.

    • Manage relationships with external entities like Alberta Investment Management Corporation (AIMCo) and various endowment funds.

    4. Committee Participation and Policy Development:

    • Participate in key investment committees such as the SRP Committee and Judges Registered Pension Plan Investment Committee.

    • Contribute to the development and review of investment policies for these plans.

    Qualifications

    University degree in Business, Finance, Economics, or related discipline plus a minimum of 6 years extensive experience in a policy environment. Candidates with relevant professional designations such as CFA, FRM, and CAIA are preferred.

    The following are considered assets:

    • Incumbent should have a strong knowledge of global capital markets, asset allocation and investment policies for large investment funds.

    • Knowledge of relevant provincial legislation, including Alberta Employment Pension Plans Act, Alberta Heritage Savings Trust Fund Act, Alberta Heritage Foundation for Medical Research Act, Alberta Heritage Foundation for Science and Engineering Act and Alberta Heritage Scholarship Act.
