    General Manager, Planning & Development


    The City of Richmond seeks an experienced leader to join our senior management team as the General Manager, Planning and Development.

    Reporting directly to the Chief Administrative Officer (CAO), you will provide strategic leadership and direction for our community planning (including the Official Community Plan), land use regulation, and social development functions, ensuring alignment closely with the Council Strategic Plan.

    As the primary advisor to Council on matters concerning community planning and land use, you will guide Richmond's ongoing development while preserving its exceptional quality of life.

    The appointed candidate will be entrusted with providing strategic guidance and direction to advance the overall vision and support of the Planning and Development Division.

    This entails leading a diverse team of professionals dedicated to guiding Richmond's development while preserving its quality of life. Additionally, the role involves facilitating the development and implementation of cross-departmental collaboration and organizational effectiveness strategies.

    The candidate will act as a representative of the City to the public and external partners, fostering productive, collaborative relationships.

    As a member of the senior management team, the General Manager also plays a key role in overall corporate leadership of the City administration.

    The ideal candidate for this position will be a proven leader with education and experience in land use planning, social planning, engineering, real estate, or economic development within complex organizations, with a demonstrated track record of success.

    Additionally, candidates should possess at least 10 years' experience in managing both human and financial resources. Designated planner status and expertise in implementing complex public policies are essential. The successful candidate will exhibit exceptional leadership, influencing, and negotiating skills, underpinned by integrity and strength of character.

    They must also possess the ability to inspire and effectively communicate a shared vision, fostering collaboration and innovation within the team.

    Strong communication skills and a proven history of collaborating with diverse partners to develop sustainable solutions are vital. Political acumen, consultative skills, and a reputation for facilitating growth with integrity are highly valued attributes.
