We are looking for a Principal Strategic Advisor (PSA) to support the implementation of the NRC's "Platform to Decarbonize the Construction Sector at Scale".

This platform will accelerate and scale up new technologies to help transition the Canadian construction sector towards decarbonization and contribute to the emerging low-carbon economy.

The Principal Strategic Advisor supports the NRC Platform Executive Director (ED) and its Management Team in effective technical and strategic decision making by researching, validating and analyzing relevant information from a range of sources including scientific/engineering, stakeholder, policy, client and industry and developing situational and future sensing analyses.

As needed, the PSA acts as Program Director to ensure program execution continuity.

  • Enables the ED to establish and nurture key relationships / collaborations with internal and external stakeholders by developing and maintaining a network internal and external to NRC.
  • Comanages NRC Platform's Advisory Board meetings.
  • Supports Construction's Strategic and Operational Plans development.

Screening Criteria:


Education:

Bachelor's degree in engineering, architecture or science.


An equivalent combination of a Bachelor's degree in another field, with extensive relevant experience in the field of construction, may be considered.

Experience:


  • Significant experience in interacting with executive management; conducting analysis, providing advice and recommendations to support decisionmaking processes.
  • Significant experience developing strategic program plans and the associated metrics to realize nationalscale impact from missiondriven research.
  • Significant experience identifying strategic partnerships needed to realize nationalscale impact, developing and fostering the relationships, and supporting their growth throughout the course of the program.
  • Significant experience in engaging other federal departments and provincial/territory governments to achieve nationalscale outcomes.
  • Experience in developing new regulatory requirements to deliver on national priorities.
  • Experience in the Canadian context around NRC Platform specific technologies: industries, forums, trends, the issues and dynamics that impact them and the engagement needed to keep this knowledge current.
  • Experience supervising, developing, and motivating both direct and indirect staff in multidisciplinary teams, ideally in a matrix environment of projects and programs.

Relocation:

Relocation assistance will be determined in accordance with the NRC's directives.


Compensation:


  • Salary under review **The intent of this hiring action is to staff this position at the
    RCO 4 level, which is a midcareer to senior level position with a salary range of
    $126,501 to $148,657 annually.

NOTE:

In addition, the incumbent who meets the language requirements will receive the Bilingualism Bonus of $800 per year.
