Home and Community Care Support Services North East offers a wide-range of quality healthcare services and resources to support people of all ages at home, school or in community.

In addition to planning, delivering and coordinating care for thousands of people each day in Northeastern Ontario, we also manage eligibility and admissions to long-term care homes, short stay respite, assisted living, and adult day programs.

The Facilities Specialist is responsible for supporting the day-to-day facilities operations of Home and Community Care Support Services North East (HCCSS NE).

This includes directing maintenance requirements, including responding to emergencies, managing risk, contractors, overseeing security, and conducting site inspections across numerous regional offices.

The role liaises with management, staff, landlords, contractors/vendors and ensures the workplace is a safe and effective physical workspace for employees.


KEY ACCOUNTABILITIES:

  • Supports the efficient and costeffective day to day operation of building systems and physical assets, utilizing systems to extend and protect the life of assets.
  • Collaborates with management and provides support and recommendations regarding short and longterm facilities and space planning across the region.
  • Plans, recommends and supports changes related to facilities ensuring efficient, effective and quality services provided while managing relationships with stakeholders at all levels.
  • Ensures proper operation of building services including security, HVAC, lighting and cleaning.
  • Monitors and liaises with staff, landlords/building owners, vendors/contractors to ensure services are being provided in accordance with contract/lease specifications.
  • Resolves or escalates problems as required, contract noncompliance or other facilities issues to the Manager, Facilities with possible recommendations and solutions.
  • Ensures security programs are in place at all office locations and that staff comply with appropriate security measures (e.g. building access and photo ID cards).
  • Coordinates approved building renovations and space needs and develops briefing notes and project plans and manages their execution.
  • Supports procurement activities related to facilities as needed.
  • Assists with the development and implementation of evacuation floor plans for each site in accordance with the Fire and Evacuation Safety Plan.
  • Monitors and responds to service requests submitted to Facilities by staff.
  • Creates and maintains facilities asset inventory and floor plans for all sites.
  • Travels to sites a required to complete facilitiesrelated work when required.
  • Completes reports for Senior Management, the Board or Ministries as needed.
  • Establishes and maintains effective relationships with HCCSS NE colleagues, landlords/building owners, property management companies and contractors and vendors.
  • Understands and complies with the Occupational Health and Safety Act, Regulations and the organizations health and safety practices, policies and procedures.

POSITION REQUIREMENTS:

  • Postsecondary education in a relevant field is required, such as a 2year College diploma.
  • Demonstrated knowledge of the standard terms and conditions of lease agreements and other facilitiesrelated service agreements (e.g., parking, snow removal, janitorial, etc.)
  • Working knowledge of government, Infrastructure Ontario, and MOH policies, processes and legislation affecting facilities administration.
  • Working knowledge of principles and methods involved in facilities management and design.
  • Knowledge of relevant legislation including but not limited to the Ontario Building Code, Fire Code, Ontario Electrical Code and the Occupational Health and Safety Act.
  • Ability to effectively communicate facility or procurement matters to management to support decision making and prioritize competing projects or requests for service.
  • Influence, persuasion, and conflict resolution skills when dealing with service providers, building owners and other stakeholders.
  • Ability to communicate clearly and confidently in emergency facilities situations.
  • Strong planning and organizational skills and hands on knowledge of Microsoft Office.
  • Advanced verbal and written proficiency in English with proficiency in French being an asset.
