Position Summary


As a member of the Human Resources Team, the Payroll Administrator will administer all payroll functions and will cultivate sturdy internal payroll controls to ensure efficiency and accuracy.

The Payroll Administrator will ensure payroll processes, policies, and related practices & strategic initiatives are in accordance with all Federal legislation and the union collective agreements.


Major Responsibilities

  • Provides consultation services, technical direction and guidance in relation to all aspects of payroll administration.
  • Leads the Payroll Support person which includes hiring, supervision, training, and performance management.
  • Schedules and processes payroll on a biweekly basis, including completing all related financial postings, tables, tax changes, direct deposits, T4's, ROE's, vacation, pension etc.
  • Reconciles payroll liability general ledger accounts and conducts audits to ensure overall accuracy of payroll. Resolves, and as required, escalates payroll irregularities to appropriate organizational level.
  • Reconciles salaries, enrolments, and terminations in relation to Benefits.
  • Processes SAP transactions relating to expense reports billed to projects.
  • Reconciles all yearend payroll and pension activities and prepares reports for auditing purposes.
  • Researches and provides labour cost reports and information in relation to financial payroll information.
  • Processes the pension plan by completing and submitting all forms to OMERS, including enrollments, waivers, terminations, and leaves. Reconciles yearend.
  • Maintains and ensures HRIS/payroll tables are accurate and uptodate.
  • Maintains a thorough awareness of current employment legislation, as well as existing collective agreement matters affecting Tbaytel's compensation programs.
  • Maintains vacation calculations, probations, seniority lists, and yearly progressions for all current employees.
  • Prepares yearend calculations for company union and nonunion shortterm incentive calculations.
  • Assists, as assigned, with collective agreement costing, severance pay calculations, and vacation entitlements, and providing reports to management.
  • Collaborates with the Human Resources Team, and processes payroll and personnel changes such as, new hires, increments, reclassifications, terminations, promotions, and leaves of absences.
  • Participates as a member of the Human Resource Team in the development of strategic initiatives for the Division, consistent with the overall direction of Tbaytel.
  • Plans, implements and/or recommends payroll related short and longterm objectives, processes, strategies and programs consistent with the goals of Tbaytel.
  • Maintains an uptodate knowledge of and complies with all legislation and Tbaytel policies relevant to the position and the duties performed.
  • Performs other such related duties as assigned.

Minimum Qualifications

  • A degree or diploma in Business Administration, finance, or related field.
  • Five years of direct work experience processing all functions of payroll in a multiunion environment; including yearend processes and reconciliations.
  • Aptitude for numbers and performing mathematical calculations.
  • Reliable, strong work ethic, positive team attitude, and respectful customer service and interpersonal skills.
  • Effective analytical and problemsolving skills; demonstrated attention to detail with a high degree of accuracy.
  • Works well under pressure with a high level of organization and prioritization of multiple tasks, various distractions, and rigid timelines.
  • Strong computer and technology skills with a proficiency in Excel as well as extensive experience with payroll/HRIS systems.
  • Demonstrated ability to exercise discretion and diplomacy when dealing with confidential and sensitive information.

Preferred Qualifications

  • Experience in implementing payroll processes and systems
  • A Certified Payroll Professional
  • Experience with Ontario Municipal Employees' Retirement Systems (OMERS)
  • Ability to communicate via American Sign Language (ASL)
