Reporting to the Manager Community Planning the Site Plan Technician will: review submitted landscape cost estimates, monitor, inspect and review the installation of approved landscape work related to the City's development review process.

Clear landscape work for the return of financial securities and ensure works have been completed to agreed design and standards for achieving the City's planning and design objectives.

This position will also support Community Planning in the clearing of site plan, subdivision and condominium conditions along with other responsibilities.


Major Responsibilities:


  • Monitors and conducts site inspections of approved development projects to determine progress, compliance, completion, and maintenance of required landscape and related site work for recommendation of financial securities release.
  • Prepares and implements site inspection schedules and work programs.
  • Undertakes and assists in the review of Site and Landscape plans, details and cost estimates.
  • Coordinates the receipt, review, reporting, filing, and release of financial securities for approved landscape work, and monitors and clears conditions related thereto.
  • Provides support to Community Planning in clearing site plan, subdivision, and condominium conditions.
  • Provides support to other Community Planning Districts, as required, to ensure consistent site plan processing across the City.
  • Assists in data compilation and input for development projects and develops and maintains databases and inventories to monitor issues, trends, and compliance with approved development plans.
  • Liaises and maintains working relationships with staff in City Planning, Buildings, Urban Forestry Services, Technical Services, and other Divisions and agencies to ensure effective partnerships within the Corporation.
  • Undertakes problem resolution and coordination of dispute resolution processes, and identifies, negotiates, and mediates conflicting positions with groups which have varied interests.
  • Responds to enquiries from the public, City Divisions, solicitors, consultants and development industry on compliance with landscape development plans, procedures, and financial securities, including day to day coordination, written correspondence and liaison to ensure project implementation and compliance with approved landscape development plans.
  • Assists the Community Planning Manager in providing information and advice in response to requests from City staff, elected officials, other agencies, consultants, and the public.
  • Assists the Urban Design Program Manager in the preparation of plans and sketches for landscape design recommendations, presentations, reports, and studies.
  • Maintains an awareness of developments and advancements in landscape architecture, planning, and urban design fields.
  • Prepares materials and/or acts as a witness at various proceedings related to compliance with approved landscape development plans.

Key Qualifications:


You must have:


  • Diploma in Landscape Design or the equivalent combination of education and experience.
  • Experience in the landscape design field.
  • Experience composing correspondence and writing reports utilizing a variety of computer software such as Word, Excel, and PowerPoint.
  • Must possess and able to maintain a valid Province of Ontario, Class "G" Driver's License and must have regular access to a fully insured and licensed vehicle for on the job use, reimbursed by meterage.

You must also have:


  • Knowledge of landscaping materials, costs and implementation methods.
  • Familiarity with hand graphics, photographic and drafting equipment.
  • Familiarity with the planning process, plans interpretation and construction health and safety issues.
  • Welldeveloped verbal and written communication skills with the ability to draft written correspondence and reports.
  • Excellent customer service skills when dealing with other City staff, elected officials, solicitors, the development industry, consultants and the public.
  • Ability to resolve problems and issues.
  • Ability to use Sketch-Up, CAD, Integrated Management Software and other relevant systems.
  • The ability to monitor and inspect the progress and compliance of required landscape and related site work of approved development projects for recommendation of financial securities release.
  • Strong organizational, time management skills and the ability to prioritize assignments.
