The Ottawa Catholic School Board (OCSB) is looking to hire an experienced Human Resources professional to provide leadership and strategic advice in the areas of recruitment and selection, HR policies/programs, performance management, employee relations and more.

As a pivotal member of the OCSB Human Resources leadership team, your knowledge and experience will be instrumental in supporting a thriving organization where you will have the opportunity to contribute to our organizational effectiveness.

This role will report to the Manager of Human Resources.


What you will be doing:

Lead a team of Human Resources Officers and Assistants

Lead and roll out HR programs and initiatives such as performance management, diversity hiring, staffing software, employee onboarding, and the attendance support program

Plan and lead HR initiatives from an Equity Diversity and Inclusion lens

Plan and strategize HR processes in accordance with Board policies, procedures, legislative requirements and collective agreements to manage operational needs of the system

Assess recruiting tools, technology and processes and continually streamline staffing strategies and actions for increased efficiency and effectiveness with the intent to reduce the time to hire

Partner with organizational leaders to understand talent needs and to develop and deploy recruitment outreach strategies

Promote community partnerships and implement various strategies to recruit for hard to fill positions

Ensure that staffing priorities and processes meet the requirements as outlined in the Education Act and various Ministry PPMs

Participate in the planning and recruitment of new school openings

Develop and maintain consistent hiring procedures and processes based on HR best practices across all employee groups

Liaise with the Communications Department to revise the OCSB Career site to attract and retain talent

Maintain effective working relationships with management and staff by communicating HR policies and procedures, employment standards and regulations in a multi - unionized environment

Provide guidance and advice relating to employee relations functions, including performance and attendance management, conflict resolution and collective agreement interpretation

Conduct workplace internal investigations as required

Provide training and professional development to Board leaders

Act as Committee Member or Committee Co-chair for various committees as required

Providing support in navigating Immigration recruitment of various disciplines


Qualifications and Experience:

University degree together with a Human Resources professional designation

Minimum of 7 years' experience in progressive, related Human Resources roles, including prior leadership experience

Experience with unions and interpretation of collective agreements

A results-oriented approach to getting work done

Demonstrated ability to provide sound advice, influence others and build effective relationships

Demonstrated analytical and problem-solving skills, combined with the ability to propose integrated solutions to complex issues

Excellent communication and organizational skills

Bilingualism (English and French) is considered an asset

An equivalent combination of education and experience may also be considered

This is a full time (1.0 FTE) permanent position with an annual salary range of $83,530 to $106,427. A comprehensive employee benefits and pension package is provided. The anticipated start date of this position is as soon as the recruitment process is complete.
